شناسایی پیشران‌های موثر بر چشم‌اندازهای توسعۀ منطقه‌ای استان فارس با رویکرد آینده‌پژوهی در راستای آمایش سرزمین

در راستای تحقق رویکرد راهبردی لازم در راستای چشم‌انداز آتی و دست‌یابی به مفهومی مشخص از آیندۀ استان فارس، در پژوهش حاضر پیشران‌های موثر بر چشم‌اندازهای توسعۀ منطقه‌ای با رویکرد آینده‌پژوهی در راستای آمایش سرزمین در استان فارس شناسایی شده‌اند. این پژوهش به لحاظ هدف، کاربردی (از نوع توسعه‌ای راهبردی)، و از نظر روش، توصیفی-تحلیلی و به لحاظ رویکرد پژوهش، استقرایی است. روش گردآوری اطلاعات مبتنی بر روش مطالعات اسنادی-پیمایشی مبتنی بر تکنیک دلفی است و با استفاده از روش تحلیل تاثیر متقابل، به شناسایی پیشران‌های پژوهش اقدام شده است. جامعۀ آماری پژوهش شامل 37 متخصص و کارشناس در زمینۀ توسعۀ منطقه‌ای و آمایش سرزمین است که بر اساس روش گلوله‌برفی انتخاب شده‌اند. به منظور تجزیه‌وتحلیل داده‌ها و تحلیل ساختاری تاثیرگذاری هر یک از شاخص‌های موثر بر توسعۀ منطقه‌ای در استان فارس از نرم‌افزار میک‌مک استفاده شده است. نتایج حاصل از پژوهش نشان می‌دهد از میان 30 عامل بررسی‌شده، 4 عامل جذب سرمایه، نظام برنامه‌ریزی آمایش استان، حکمروایی و منابع آب، به ‌عنوان پیشران‌های کلیدی موثر در توسعۀ منطقه‌ای استان فارس اثرگذار هستند که باید به ‌صورت یکپارچه در برنامه‌ریزی چشم‌اندازها و توسعۀ منطقه‌ای استان فارس از طرف ارگان‌های مربوط در نظر گرفته شوند. همچنین، نتایج پژوهش نشان داد متغیرهای آموزش، فعالیت‌های فنی و علمی و اقلیم متغیرهای راهبردی و با توان تاثیرگذاری کلان بر توسعۀ منطقه‌ای استان فارس هستند.

identifying the effective drivers on the regional development prospects of fars province with a future research approach in line with land development

in line with the realization of the necessary strategic approach to achieve the future vision and attain a clear concept of the future of fars province, the present study has identified the key drivers influencing regional development prospects using a futurology approach within the framework of land use planning in fars province. this research is applied in terms of purpose (of the strategic development type), descriptive-analytical in terms of methodology, and inductive in terms of research approach. the data collection method was based on a documentary-survey approach utilizing the delphi technique, and the interaction analysis method was employed to identify the research drivers. the statistical population of the study consisted of 37 experts and specialists in the field of regional development and land use planning, who were selected using the snowball sampling method. for data analysis and structural analysis of the impact of each indicator on regional development in fars province, the micmac software was used. the results of the study indicate that out of the 30 factors examined, four factors—investment attraction, the provincial land use planning system, governance, and water resources—are identified as key drivers influencing the regional development of fars province. these factors should be integrated into the planning of visions and regional development of fars province by the relevant organizations. additionally, the findings revealed that variables such as education, technical and scientific activities, and climate are strategic variables with significant macro-level impacts on the regional development of fars province.
