فراترکیب مکانیسم جذب ارزش افزودۀ زمین (lvc) و ابزارهای اجرایی آن

تسریع روند شهرنشینی و نیاز به توسعه‌های شهری، شهرهای جهان را با بحران‌های مالی برای تامین پروژه‌ها مواجه کرده است. منابع درآمدی متعارف برای پوشش هزینه‌های سنگین اجرای پروژه‌های شهری کافی نیست و شکاف مالی جالب توجهی بین هزینه‌های در حال افزایش و منابع درآمدی راکد وجود دارد. مکانیسم جذب ارزش افزودۀ زمین (lvc) مجموعه‌ای از ابزارهای مالی نوآورانه است که با هدف کاهش بار مالی سنگین احداث پروژه‌های توسعه‌ای در شهرهای جهان مورد استقبال قرار گرفته است. پژوهش کاربردی حاضر برای نخستین بار در جامعۀ علمی فارسی شهرسازی، مکانیسم جذب ارزش افزودۀ زمین را معرفی و ابزارهای اجرایی آن را به وسیلۀ روش فراترکیب دسته‌بندی می‌کند. روش جمع‌آوری اطلاعات تحلیل اسنادی و کتابخانه‌ای متونی است که بر اساس معیارهای ورود و خروج روش مرور سیستماتیک پریزما انتخاب شده‌اند. روش تحلیل داده‌ها کدگذاری باز و محوری و مقوله‌بندی است. مدل پیشنهادی پژوهش ابزارهای جذب ارزش افزودۀ زمین را در چهار دستۀ مکانیسم‌های مالیات و عوارض، تنظیمات قانونی، مشارکت‌های عمومی خصوصی و مدیریت املاک و دارایی‌های عمومی طبقه‌بندی می‌کند و ابزارهای هر دسته را تعریف می‌کند. در نهایت، نحوۀ عملکرد هر ابزار در کشورهای مختلف تشریح می‌شود.

the rapid pace of urbanization and the growing demand for urban development have precipitated financial crises in cities worldwide, particularly in funding essential projects. traditional revenue sources are insufficient to meet the substantial costs of urban initiatives, resulting in a significant financial gap between escalating expenditures and stagnant income streams. the land value capture (lvc) mechanism, a collection of innovative financial tools, has gained global recognition as an effective strategy to alleviate the financial pressures of urban development. this study introduces the lvc mechanism to the persian academic urban planning community for the first time, systematically categorizing its implementation tools using the meta synthesis method. data collection involved document analysis and a comprehensive literature review, adhering to the inclusion and exclusion criteria of the prisma systematic review method. the data was analyzed through open and axial coding, followed by categorization. the proposed research model classifies lvc tools into four categories: tax and fee mechanisms, regulatory adjustments, public private partnerships, and public asset and property management. it further identifies the instruments within each category and examines their application across various countries.
