بررسی وضعیت مسکن و اجاره‌بهای شهر تهران در دهه‌ آخر حکومت پهلوی دوم

موضوع مسکن و اجاره بها و موجر و مستاجر و سیاستگذاری های دولت ها از جمله مسایل مبتلا به جامعه کنونی می باشد.این مسئله در دوره پهلوی دوم نیز همواره مطرح بوده است.با توسعه و گسترش روزافزون شهر تهران در دوره پهلوی دوم موضوع مسکن یکی از مهم‌ترین مسائل اجتماعی بود که دولت با آن مواجه بود. افزایش ساخت هزینه‌های مسکن موجب شده بود تا دولت برای خروج از این بحران سیاست‌هایی را از قبیل احداث کوی‌ها جدید، اعطای تسهیلات بانکی به خریداران، تعیین سقف اجاره‌بها و غیره را در پیش بگیرد. این پژوهش با روش توصیفی تحلیلی و باتکیه‌بر داده‌های اسنادی  و گزارش‌های مطبوعات یومیه در پی پاسخ به این سوال اساسی است که  مهم‌ترین علل افزایش قیمت مسکن در سال‌های پایانی رژیم پهلوی چه بود؟ و دولت  پهلوی چه اقداماتی برای حل بحران مسکن انجام داده بود؟ و این اقدامات تا چه اندازه در حل این بحران موثر واقع شد؟دستاوردهای پژوهش حاکی از آن است که افزایش مهاجرت از روستاها و شهرهای دیگر به تهران، گرانی مصالح و دستمزدهای ساختمانی، نبود یک سیاست مشخص در امر مسکن همراه با شرایط خاص سیاسی کشور سبب شده بود که تهران از حیث مسکن با بحران عجیبی روبرو شود. قیمت املاک افزایش زیادی پیدا کرده بود و عدم انجام معاملات خارجی و زیادشدن پول و کم‌شدن ارزش آن باعث شده که عده‌ای به دنبال بورس‌بازی روی املاک باشند و در نتیجه اجاره‌بها به‌صورت سرسام‌آوری افزایش پیدا کرد.

investigating the situation of housing and rent in tehran in the last decade of the second pahlavi monarchy

the issue of housing and rent, lessor and tenant, and government policies are among the issues affecting the current society. this issue has always been raised in the second pahlavi period. with the increasing development and expansion of the city of tehran in the second pahlavi period, the issue of housing was one of the most important social issues the government was facing. the increase in housing construction costs had caused the government to take policies such as building new houses, granting bank facilities to buyers, determining the rent ceiling, etc., to get out of this crisis. this research is based on descriptive and analytical methods, and it uses documentary data and daily press reports to answer the basic questions, what were the most important causes of housing price increase in the last years of the pahlavi regime? what measures did the pahlavi government take to solve the housing crisis? and how effective were these actions in solving this crisis? the results of the research indicate that the increase in migration from villages and other cities to tehran, the high cost of construction materials and wages, the lack of a specific policy on housing, along with the specific political conditions of the country, caused tehran to face a strange crisis in terms of housing. the price of real estate had increased a lot, and the lack of foreign transactions, the increase in money, and the decrease in its value caused some people to look for the stock market on real estate, and as a result, the rent increased dramatically.
