تحلیل نیروهای پیشران کلیدی تاب‌آوری اقتصادی با رویکرد سناریویی در شهر تبریز

توانایی یک سیستم، جامعه یا اجتماع برای مقابله، جذب، سازگاری و احیای به موقع در برابر اثرهای یک مخاطره و روشی موثر برای حفاظت و بازگشت کارکردها و ساختارهای اساسی مهم جامعه در برابر بحران را تاب‌آوری گویند که ابعاد زیادی دارد و بعد اقتصادی این مفهوم در این مقاله بحث می‌شود. با توجه به جایگاه ویژه کلان‌شهر تبریز در منطقه شمال غرب کشور و اهمیت آن از بعد اقتصادی در میان شهرهای ایران و نیز قدمت دیرینه و تاریخ پر فراز و نشیب آن و اهمیتی که همواره در سطح کشور داشته است، مطالعه آن در زمینه‌ تاب‌آوری بسیار مهم است. فرایند این پژوهش ازنظر هدف، کاربردی و نوع روش پژوهش توصیفی - تحلیلی است و «رویکردی اکتشافی» نسبت به آینده دارد. تحقیق حاضر دو بخش دارد؛ در بخش اول، به‌منظور ایجاد پایگاهی از عوامل اولیه موجود درباره‌ تاب‌آوری اقتصادی (گردآوری داده‌ها و اطلاعات) از تکنیک پویش محیطی (بررسی مقالات و منابع چاپی، مصاحبه با متخصصان و پایش همایش‌ها و کنفرانس‌ها) و بررسی پیشینه ادبیات استفاده شده است. بدین منظور، اطلاعات ازطریق منابع اسنادی، کتابخانه‌ای و پیمایشی گردآوری شده و با متغیرهای حاصل از مصاحبه با کارشناسان و متخصصان تاب‌آوری شهری تلفیق شده‌اند. در بخش دوم، از کارشناسان و نخبگان (25 نفر) خواسته شد مهم‌ترین عوامل کلیدی اثرگذار در تاب‌آوری اقتصادی شهر تبریز را در 10 سال آینده مشخص و درنهایت با شناسایی عوامل تاثیرگذار در تاب‌آوری اقتصادی شهر تبریز، راهبردهای مختلف تدوین کنند.

analysis of key propellant of economic resilience with a scenario approach in the city of tabriz

the ability of a system, community, or community affected by risks to deal with, absorb, adapt and rehabilitate in time against the effects of a risk and an effective way to protect and restore the important functions and basic structures of society against the crisis. avari is said to have many dimensions, but the economic dimension of this concept is discussed in the article. and it has always been important in the country, its study is very important in the field of resilience. the process of this research is descriptive-analytical in terms of purpose, type, and type of research method and has an &exploratory approach& to the future. the present study consists of two parts. in the first part, in order to create a database of the basic factors available on economic resilience (data collection and information), environmental scanning technique (study of resistance and print resources, interviews with experts, and monitoring conferences), and a review of the literature used. for this purpose, information was collected through documentary sources, libraries, and surveys and combined with the variables obtained from interviews with urban resilience experts and specialists. in the second part, experts and elites (25 people) were asked to identify the most important key factors affecting the economic resilience of tabriz within the next 10 years. finally, by identifying the factors affecting the economic resilience of tabriz to formulate an aggressive strategy, comparative, contingency, and defensive strategies were discussed.
