مولفه‏ های شهر کارآفرین

شهر کارآفرین سیستمی یکپارچه متشکل از اجزای مختلفی است که در آن هر جزء به دقت طراحی و پیش‌بینی شده است و به درستی کار می‌کند. شناسایی این اجزا به دو شیوه صورت می‌گیرد: بر مبنای نظر متخصصان، صاحب‌نظران و کارآفرینان. این شیوه اگرچه اطلاعات بسیار ارزشمندی به دست می‌دهد، در عمل آزمون نشده و مستلزم سعی و خطا در دستیابی به اکوسیستم کارآفرینی موفق است. درمقابل، می‌توان اکوسیستم کارآفرینی را با الهام و بر مبنای اکوسیستم‌های موفق جهانی طراحی و تدوین و سپس بر مبنای نیازهای منطقه، آن را بومی‌سازی کرد. این شیوه نیز به اصلاحاتی طی زمان نیاز دارد؛ اما چون مبتنی بر تجربیات موفق است می‌توان انتظار داشت سعی و خطای کمتری در رسیدن به الگوی بهینه داشته باشد. در این مطالعه با هدف دستیابی به مولفه‌های اکوسیستم کارآفرینی از رویکرد دوم بهره گرفته شده و پس از انتخاب 4 شهر برتر دنیا از منظر کارآفرینی (دره سیلیکون، نیویورک، لندن و بوستون)، اکوسیستم کارآفرینی ایشان ازطریق مطالعه اسنادی و تحلیل محتوای کیفی مطالعه شده است. سپس مولفه‌های به‌دست‌آمده با کمک مطالعه تطبیقی و به شیوه جبر بولی بررسی و درنهایت دو دسته عوامل شناسایی شده‌اند. علل لازم برای طراحی شهر کارآفرین عبارت‌اند از معماری اقتصادی و صنعتی، فرهنگ، دانشگاه پیشرو و حکمرانی نوآورانه و کارآفرینانه. علل مشارکت‌کننده عبارت‌اند از زیرساخت‌های شهری، موسسات و سازمان‌های پیشرو و شبکه‌سازی. به‌منظور رتبه‌بندی مولفه‌های شناسایی‌شده در پایان از روش تاپسیس استفاده شد و از میان علل مشارکت‌کننده، زیرساخت‌های شهری حائز بالاترین رتبه شدند. تمام مولفه‌های شناسایی‌شده به‌عنوان علل لازم دارای رتبه یکسان شناسایی شدند؛ درنهایت، این مدل می‌تواند به‌عنوان مبنایی برای طراحی شهر ‌کارآفرین، استفاده یا برحسب شرایط هر منطقه بومی‌سازی شود.

the components of an entrepreneurial city

an entrepreneurial city is a unified system, consisting of different elements designed and predicted accurately, and they work correctly together. there are two ways to identify these elements: the first way is the identification of elements based on entrepreneurs’ and experts’ ideas. although this way gives precious information, because of not been tested in practice, it needs trial and error to achieve a successful entrepreneurial ecosystem. the other way is designing entrepreneurial ecosystem elements based on successful world ecosystems, and then, localizing the designed ecosystem according to every region’s needs. although this method needs some modifications over time, as is based on successful experiences, it may need less trial and error. this study aims to achieve entrepreneurial ecosystem elements by using the second approach. after selecting the four best entrepreneurial cities (silicon valley, new york, london, and boston), the entrepreneurial ecosystem of these cities is studied through documentary study and qualitative content analysis. then the elements are studied by a comparative study with the boolean algebra method. finally, two groups of elements are identified: the necessary components: economic and industrial architecture, culture, pioneer universities, entrepreneurship, and innovative governance; and contributing components: city infrastructure, pioneer organizations, and networking. in the next step, to rank the identified components, the topsis method is used. among contributing components, city infrastructure had the top score. all necessary components had the same score. this model can be used as a basis for designing an entrepreneurial city but may need localization for each region’s needs.
