   طبقۀ خلاق: کاوشی در امکان‌هایِ شکل‌گیری اجتماعات و اقتصاد خلاق در تهران

چکیده    نظریۀ شهر خلاق، تلاشی برای پاسخ‌دادن به تغییرات فزآیندۀ سرمایه در اقتصادهای شهری عصر اطلاعات است. در این نظریه، شکل‌گیری طبقۀ خلاق در بستر: اقتصاد خلاق و ایجاد مزیت رقابتی برای جذب طبقۀ خلاق، ضروری است؛ به ‌این معنا شکل‌گیری شهر خلاق، حاصل هم‌افزایی سه ستون اصلی است: اقتصاد خلاق، طبقۀ خلاق و اجتماعات خلاق. در این پژوهش، ابتدا با بررسی شاخص‌‌های اقتصادی و اجتماعی، بسترهای شکل‌گیری اقتصاد خلاق در تهران بررسی شد، سپس با استفاده از روش نظریۀ مبنایی، امکان‌پذیری شکل‌گیری طبقۀ خلاق، اجتماعات خلاق و تولید ثروت از خلاقیت آزموده شد. اگرچه برخی شاخص‌ها مانند تراکم جمعیت جوان تحصیل‌کرده و سهم شرکت‌های دانش‌بنیان در تهران از ظرفیت‌های شکل‌گیری شهر خلاق در تهران‌اند، شاخص‌های اقتصادی دیگر مانند نابرابری، بیکاری و سهمِ بسیار اندک کسب‌وکارهای نوین از کل اقتصاد تهران، امکان شکل‌گیری شهر خلاق را ضعیف می‌کند. علاوه بر این، یافته‌ها نشان می‌دهد شاید بتوان کنش‌ خلاق اقتصادی را در تهران دید؛ اما نشانه‌ای از رشد طبقۀ خلاق دیده نمی‌شود که قادر است با خلاقیت، تولید ثروت کند. در این باره دو پارادایم شناسایی شد. شکل‌گیری اجتماعات خلاق به‌واسطۀ شکل‌گیری «قبایل شهری» در پارادایم گنگ‌های خلاقیت امکان‌پذیر نیست و شهر به‌جای آنکه بستر پیوند افراد خلاق باشد، زمینۀ گسست است. در پارادایم دوم نشانه‌هایی از شکل‌گیری اقتصاد خلاق دیده می‌شود که پیوند ضعیف با جامعۀ ایران، میل شدید به سرمایه‌گذاری و خروج از ایران و نگرانی از انحصارات اقتصادی و اجتماعی، مانع شکل‌گیری آن در قامت یک طبقۀ خلاق است.

   Creative Class: An Inquiry into the Possibilities of Formation of CreativeCity in Tehran

Abstract    The theory of Creative city has been an attempt to respond to changes in modern cities problems in information society. In this theory, cities attract more capital by using creative class abilities in the context of the creative economy and by creating a competitive advantage to attract the creative class. The formation of the creative city is the result of the convergence of three main pillars: the creative economy, the creative class, and the creative community. In this research, first, we examined the economic and social indices of the creative economy in Tehran, and then, using the grounded theory approach, investigated the feasibility of creative class formation and creative communities and also the production of wealth from creativity. Although indicators, such as the educated young population and the rate of knowledgebased firms in Tehran, are among Tehran creative capacities but other economic indicators such as inequality, unemployment and the very small share of new businesses in Tehran’s entire economy are preventing the rise of a creative city. Also the findings suggest that creative economic action may be seen in Tehran, but there is no sign of the growth of the class that is able to generate wealth by using creativity. The creation of creative communities is not possible due to the formation of urban tribes in Tehran, and the city is a rift rather than a context of creative people. In another paradigm of low prevalence, there are signs of the emergence of a creative economy that has a weak link with Iranian society, a strong desire to invest and exit Iran, and fears of economic and social monopolies prevent it from emerging as a creative class.
