آینده حرفه حسابداری در بخش عمومی با روش تحلیل سناریو

پیش‌بینی آینده یکی از دغدغه‌های همیشگی بشر بوده است. امروزه با پیشرفت دانش، ترکیب علوم گوناگون این امکان را به بشر داده است که با استفاده از دانش، مسیر زندگی آینده را طراحی کند. پژوهش حاضر با نگاهی توصیفی – تحلیلی به دنبال ترسیم فضاهای حالت محتمل در آینده حرفه حسابداری در بخش عمومی است. هدف این تحقیق، با اقتباس از دیدگاه‌های اساتید دانشگاهی، پژوهشگران و شاغلان در حرفه نسبت به آینده‌ای است که پیش روی حسابداری در بخش عمومی اعم از چالش‌ها و مهارت‌های مورد نیاز حسابداران بخش عمومی در آینده و نقش و مسئولیت‌های آنان در آینده، پیش‌بینی می‌گردد. نهایتا، شمایی کلی از آینده حسابداری در بخش عمومی با استفاده از روش تحلیل سناریو ترسیم می‌شود. از افراد درگیر در بخش عمومی اعم از اساتید دانشگاهی، پژوهشگران، معاونین مالی در سال 1397 دعوت بعمل آمد و از میان انها 30 فرد بصورت خوشه‌ای انتخاب شدند و با تشکیل کارگروه‌های تخصصی به تبادل نظر پرداختند و ماحصل برآیند کارگروه‌ها براساس روش‌های تحلیل خوشه‌ای و مقیاسی، 8 سناریوی محتمل می‌باشد که وضعیت پیشروی حرفه حسابداری در بخش عمومی را ترسیم می‌کند. نتایج حاصل پژوهش، حاکی از این است که پیشران قوانین، اصلی‌ترین و موثرترین نقش را در آینده حرفه حسابداری در بخش عمومی ایفاد خواهد کرد که منجر به افزایش ریسک‌های قانونی و مسئولیت‌های حرفه حسابداران، گرایش به جذب و بکارگیری افراد متخصص در بخش عمومی در راستای ایفای مسئولیت پاسخگویی با بهره‌مندی از فناوری‌های نوین خواهد افتاد.

The Future of Public Sector Accounting by Scenario Analysis

Future prediction has been one of the constant concerns of humankind. Today, with the advancement of knowledge it possible for humans to use the knowledge to design the path to the future of life. The present study is a descriptiveanalytic view looking at the design of probable state spaces in the future of the public accounting profession. The purpose of this research, adapted from the views of academic professors, researchers and professionals in the profession, is to look at the future of accounting in the public sector. Finally, a general outline of the future of accounting in the public sector is drawn using the scenario analysis method. Invited people in the public sector, including university professors, researchers, financial assistants in 20182019, and 30 of them were selected by cluster, they exchanged views through the formation of specialized working groups, and the outcome of the workshops Based on cluster and scale analysis methods, there are 8 possible scenarios that outline the progression of the accounting profession in the public sector. The results of the research indicate that the pioneer of laws will have the most important and influential role in the future of the accounting profession in the public sector, which will increase the legal risks and responsibilities of accountants profession, the tendency to attract and employ individuals Specialist in the public sector will be responsible for responding to the use of modern technologies.
