طراحی مدل بودجه‌ریزی بر مبنای عملکرد با تلفیق نقشه شناخت، تحلیل سلسله مراتبی و تاپسیس در سازمان تامین اجتماعی

موضوع و هدف مقاله: سازمان تامین اجتماعی همانند هر سازمان انتفاعی وغیرانتفاعی دیگر همواره با مسئله تخصیص بودجه روبروست. این مقاله با هدف طراحی مدل بودجه ریزی بر مبنای عملکرد با تاکید بر مبنای مدل مورد استفاده در بودجه ریزی بر مبنای عملکرد (پیوستار ورودی، فرایند، خروجی و پیامد) درسازمان تامین اجتماعی صورت گرفته است. روش پژوهش: عناصر این مدل با استفاده از تکنیک نقشه شناخت، نظر خبرگان سازمانی و مصاحبه های نیمه ساختار یافته، شناسایی، براساس فن تحلیلی سلسله مراتبی سطح بندی، با استفاده از مقایسات زوجی تعیین ضریب اهمیت و با به کارگیری تکنیک تاپسیس در هر سطح اولویت بندی شدند. یافته های پژوهش: یافته های پژوهش نشان می دهد که سازمان برای بقای خود باید توجه ویژه ای به پایداری فعالیت های اقتصادی در کشور داشته و از طرفی جهت انجام امورات بهینه سازمانی، کاهش ترددهای غیرضروری و... تامین اجتماعی مجازی گسترش و توسعه یابد. نتیجه‌گیری، اصالت و افزوده آن به دانش: سازمان باید برای رهایی از رکود فعلی از وابستگی صرف به وصول حق بیمه به عنوان منبع اصلی خودداری نموده و بیشترین اعتبارات صرف امورکلانی نظیر تدوین برنامه‌های ملّی سازمانی، عملیاتی و ارزیابی برنامه ها گردد.

Designing Performance Based Budgeting Model by combine Cognitive Map, Hierarchical Analysis and TOPSIS in Social Security Organization

Subject and Purpose of the Article: The Social Security Organization, like any other forprofit and nonprofit organization, is always faced with the issue of budget allocation. This article aims to design a performancebased budgeting model with an emphasis on the model used in performance based budgeting (input, process, output and outcome continuum) in the Social Security Organization. Research Method: The elements of this model are identified using cognitive mapping technique, organizational experts’ opinions and semistructured interviews, identification, based on hierarchical analytical technique of leveling, using pairwise comparisons to determine the coefficient of importance and using TOPSIS technique at each priority level. Were classified. Research Findings: The research findings show that the organization for its survival should pay special attention to the sustainability of economic activities in the country and on the other hand to perform optimal organizational affairs, reduce unnecessary traffic… Virtual social security should be expanded and developed. Conclusion, Originality and its Contribution to the Knowledge: In order to get rid of the current recession, the organization should refrain from relying solely on receiving premiums as the main source and spend most of its funds on major matters such as developing national organizational, operational and evaluation plans.
