درس‌آموخته‌های دفاع مقدس در سیاست‌گذاری علم و فناوری دفاعی

در دوران دفاع مقدس، ایران از نظر نظامی با تحریم گسترده کشورهای غربی و شرقی مواجه شد. نیروهای مسلح با بهره‌گیری از امکانات موجود در نیروهای خلاق و نوآور خود، با تمام توان به فعالیت پرداختند و جنگ تحمیلی را با رشادت، پایمردی، نوآوری و خلاقیت با پیروزی به پایان رساندند. پس از جنگ و در سال‌های بعد از آن، استراتژی قدرت‌های بزرگ دگرگون شده و در نتیجه تهدیدات گسترده‌ای فراروی جمهوری اسلامی ایران قرار گرفت. در این سال‌ها، جهت‌گیری دفاعی ایران در حوزه تسلیحات و دستاوردهای نظامی، مبتنی بر ضرورت‌های امنیتی بوده است. ازاین‌رو، رشد و توسعه صنعتی در بخش‌های مختلف در زمینه تولید محصولات نظامی، ازجمله تسلیحات و تجهیزات زرهی، دریایی، موشکی، هوایی و... رونق تازه‌ای یافته است و ضرورت توجه به سیاست‌گذاری با بهره‌گیری از درس آموخته‌های دفاع مقدس را دوچندان می‌نماید. هدف از انجام این تحقیق تدوین درس آموخته‌های دفاع مقدس در سیاست‌گذاری علم و فناوری دفاعی می‌باشد. نوع تحقیق کاربردی و روش انجام آن توصیفی- تحلیلی می‌باشد. روش جمع‌آوری اطلاعات کتابخانه‌ای با استفاده از ابزار فیش‌برداری است. نتایج تحقیق نشان می‌دهد که سیاست‌گذاری علم و فناوری دفاعی تحت تاثیر عوامل چشم‌انداز نیروهای مسلح، ماموریت و رسالت، محیط (داخلی و خارجی)، سیاست‌های دفاعی، راهبرد دفاعی، دکترین و اصول جنگ می‌باشد که می‌تواند پیامدهای راهبردی در ساختار سازمانی، سرمایه انسانی، آموزش، پژوهش، فناوری و تجهیزات و تسلیحات دفاعی را به همراه داشته باشد.

during the holy defense period, iran faced a wide military sanction from western and eastern countries. the armed forces, using the facilities available in their creative and innovative forces, worked with all their might and ended the imposed war with courage, perseverance, innovation and creativity with victory. in these years, iran’s defense orientation in the field of weapons and military achievements has been based on security needs. therefore, the industrial growth and development in various sectors in the field of military products production, including weapons and armor, naval, missile, air, etc., has gained a new boost, and it doubles the need to pay attention to politics by taking advantage of the lessons learned from the holy defense. the purpose of this research is to compile lessons learned from the holy defense in the policy making of defense science and technology. the type of applied research and its method is descriptive-analytical. the method of collecting library information is using a phishing tool. the results of the research show that the policy making of defense science and technology is influenced by the factors of the perspective of the armed forces, mission and mission, environment (internal and external), defense policies, defense strategy, doctrine and principles of war, which can have strategic consequences in the organizational structure, human capital, bring education, research, technology and defense equipment and weapons.
