ایالات متحده آمریکا با نظرداشت منافع چندگانه سیاسی، امنیتی و اقتصادی خود در منطقه خلیج فارس، همواره رویکردی مداخله‌‌گرایانه در قبال مناسبات موجود میان کشورهای منطقه اتخاذ کرده است. این رویکرد در عمل در قالب اشکال متنوعی از جمله پیمان‌های امنیتی، کمک‌های مالی، فروش تسلیحات، فشارهای اقتصادی، مداخلات نظامی جلوه‌گر شده است. در چنین بستری، توجه ویژه به نقش متغیر ایالات متحده در تحولات منطقه خلیج فارس ضرورتی مضاعف می‌یابد و این امر در رابطه با جنگ تحمیلی رژیم بعث علیه جمهوری اسلامی ایران نیز قابل توجه است. بر این اساس، در این مقاله نویسندگان می‌کوشند با کاربست رویکردی کیفی به این پرسش پاسخ دهند که نقش ایالات متحده آمریکا در شروع، تداوم و پایان این جنگ چه بوده است. مدعای این پژوهش پس از بازخوانی تحلیلی اقدامات متعدد ایالات متحده طی سال‌های جنگ آن است که الگوی رفتاری این کشور در این سال‌ها از حالتی آونگی برخوردار بوده است که مبتنی بر آن از یک‌سو دست به ایجاد کمربند منطقه‌ای حمایت از رژیم بعثی عراق زده و از سویی دیگر در صدد محدودسازی توان نظامی و ایدئولوژیک جمهوری اسلامی ایران برآمده است. عملکرد منحصربفرد ایالات متحده طی جنگ تحمیلی متاثر از یک راهبرد کلان منفعت‌محور با هدف غایی تامین منافع چندگانه این کشور در منطقه خلیج فارس دنبال شده است.

the us role in initiation, continuation and cessation of the iraqi baath regime war against the islamic republic of iran

with manifold political, economic, and security interests in the persian gulf region, the united states has constantly practiced an interventionist approach pertaining to the relations between the countries in the region. this approach has turned into action through a wide spectrum of tools such as security treaties, financial aids, arms sales, economic pressure, military involvement, and so forth. considering the increasing significance of the changing role of the us in regional developments, the present paper employs a qualitative approach to provide an in-depth understanding of the us role in the initiation, continuation, and cessation of the iraqi ba’ath regime war (1980–88) against the islamic republic of iran. after conducting a concise and analytical overview on different courses of action taken by the us during war years, the paper puts forth the argument that the us behavior has followed a pendular pattern, creating a regional belt to support ba’ath regime in iraq on the one hand, and contain the military and ideological power of the islamic republic of iran on the other. acting upon an interest-oriented grand strategy, the us unique behavior during the war has been set to ultimately meet the manifold interests of the country in the persian gulf region.
