نقش و کارکرد بسیج در تحقق انتظام ملی و امنیت داخلی

امروزه پرداختن به موضوع انتظام و امنیت در حوزه‌ها و قلمروهای گوناگون، از بحث‌انگیزترین مباحث سیاسی و استراتژیک به‌شمار می‌آید. عوامل، آرمان و مولّفه‌های دخیل در انتظام و امنیت نیز از اهمیت ویژه‌ای برخوردارند. با عنایت به تحولات شتابان این حوزه‌ها همچون حوزه‌های دیگر، پی‌درپی بحث‌های جدید و تازه‌ای مطرح می‌گردد. در جمهوری اسلامی ایران، موضوع انتظام و امنیت از یک سو از ویژگی‌های خاصی برخوردار است و از سوی دیگر دیدگاه‌های متفاوتی را مطرح کرده است. در این میان، برخی از پدیده‌ها مانند بسیج نیز نقش و کارکردهای ویژه‌ای را در این حوزه‌ها به منصة ظهور رسانده‌اند. در این نوشتار به روش توصیفی و با رویکرد گردآوری اسنادی و کتابخانه‌ای، در ابتدا مروری بر مفاهیم کلیدی و اساسی همچون بسیج، فرهنگ، تفکر و تشکل بسیج، انتظام ملی، امنیت ملی و داخلی داشته و در ادامه به نقش بسیج در انتظام ملی در حوزه‌های نظامی امنیتی، سیاسی، اجتماعی فرهنگی و اقتصادی و همچنین کارکردهای بسیج در حوزه امنیت داخلی در دو سطح؛ یعنی کارکردهای سخت‌افزارانه و نرم‌افزارانه می‌پردازیم. بسیج که نیرویی مبتنی بر جنبه‌های داوطلبانه، اعتقادی و مردمی است با داشتن توانایی‌های فرهنگی و اجتماعی و گستردگی رده‌های تحت پوشش و بخصوص انعطاف پذیری و سرعت عمل، در عین هزینه‌بری اندک، در شرایطی که جمهوری اسلامی ایران با محدودیت‌هایی برای افزایش سطح اقتدار و امنیت ملی جهت مقابله با انواع متفاوت تهدیدات و ناآرامی‌ها مواجه می‌باشد، نقشی حیاتی در تامین و حفظ انتظام ملی و امنیت داخلی جمهوری اسلامی ایران ایفا می‌نماید.

the role and function of basij in realizing national order and internal security

today, dealing with the issue of order and security in various fields and territories is considered one of the most controversial political and strategic issues. the factors, ideals and elements involved in order and security are also of special importance. due to the rapid developments of these areas, like other areas, new and fresh discussions are being raised one after another. in the islamic republic of iran, the issue of order and security has special features on the one hand and on the other hand, it has raised different points of view. in the meantime, some phenomena such as basij have also brought special roles and functions to the platform in these fields. in this article, in a descriptive way and with the approach of document and library collection, the role of basij in national order in the military security, political, socio cultural and economic fields, as well as the functions of basij in the field of internal security at two levels; that is, we provide hardware and software functions. basij, with its cultural and social abilities and the wide range of ranks covered, and especially its flexibility and speed of action, at the same time as being low cost, in a situation where the islamic republic of iran is facing limitations to increase the level of authority and national security in order to deal with different types of threats and unrest. plays a vital role in providing and maintaining national order and internal security of the islamic republic of iran.
