تبیین عوامل موثر در آینده پژوهی راهبردی دفاعی

امروزه با توجه به روند شتابان تغییرات محیطی با ویژگی‌های چون ابهام، پیچیدگی، عدم قطعیت و پویایی، بدیهی است تصمیمات در امور دفاعی کشور باید با دقت و در قالب یک فرایند عقلانی و به صورتی هم‌افزا و هماهنگ با یکدیگر اتخاذ شوند. که این امر اهمیت آینده‌پژوهی‌ در حوزه دفاعی را روزافزون می‌نماید تا در محیط‌های مختلف امنیت ملی اعم از همکاری ، رقابت و منازعه و تخاصم ، به بهترین شکل و موثرترین راه از اهداف و آرمان ملی پشتیبانی نماید. در این پژوهش از روش‌های کمی و کیفی(آمیخته ) جهت تحقق اهداف پژوهش، بهره جسته‌ایم. در بخش کیفی، بر اساس مطالعه دقیق تمامی اسناد خارجی و داخلی و مرور نظام‌مند منابع عوامل موثر بر آینده‌پژوهی دفاعی و همچنین انجام مصاحبه‌های عمیق با 12نفر از صاحب‌نظران و خبرگان، تمامی عوامل موثر بر آینده‌پژوهی دفاعی، استخراج شده‌اند. در فاز بعد، به اعتباریابی عوامل موثر بر آینده‌پژوهی دفاعی و تعیین اهمیت آنها به کمک میانگین رتبه‌ی با آزمون فریدمن و با اخذ نظرات 31 نفر از خبرگان مجرب پرداخته شده است. میزان آلفای کرونباخ و پایایی ترکیبی تحقیق به ترتیب معادل 776/. و 787/. می‌باشد. در یافته‌های تحقیق، به رتبه‌بندی عوامل از دیدگاه خبرگان در عامل شناخت محیط بین‌الملل، محیط ملی، حوزه دفاعی و حوزه تخصصی آینده‌پژوهی دفاعی پرداخته شد.

at present, as a result of the rapid process of environmental changes with features such as uncertainty, complexity, uncertainty and dynamics, obviously decision-makings in country’s defensive affairs must be based on a rational and harmonious process that in its turn, increasing the importance of foresight in defensive field.the decision-making on defensive issues regarded as one of the most important concerns for policy-makers and the administrators of countries that usually a major part of national resources have been allocated to it so that in different environments of national security ranging from cooperative , competition and conflict , in the best and the most effective way to supported national purposes and ideals.in the study, qualitative and qualitative methods (mixed methods) are used to realize the objectives of the research. in the qualitative part, based on the exact study of all external and internal documents and systematic literature review of strategic-defensive futures studies and some of the systems of other countries as well as profound interviews with experts, have been extracted all effective factors in the defensive strategic futures studies. in the next level, we have dealt with the validity of effective factors by means of mean rank, with collecting the ideas of 31 experienced experts. cronbach alpha and composite reliability of the research are equivalent to 0/776 and 0/787 respectively. the findings of the research from the perspective of experts show that the ranking of international environmental, national environmental, field of defense and futures studies factors.
