واکاوی مولفه‌ها و ظرفیت‌های راهبردی نظام توسعۀ علمی و دانش کشور از دیدگاه مقام معظم رهبری(دامت برکاته)

موفقیت نهادهای علمی کشور در دستیابی به قله‌های پیشرفت، برآمده از میزان همپوشانی تصاویر ذهنی نخبگان آن است. هرچه این همپوشانی کمتر و نظرات متنوع باشد، اقدام‌ها نیز مختلف، موازی و گاه مخرب هستند. هدف این پژوهش ارائۀ مدلی راهبردی از نظام علمی برپایۀ منظومۀ فکری مقام معظم رهبری به عنوان عالی‌ترین مقام رسمی کشور است. بنابراین همۀ سخنرانی‌های مرتبط با موضوع ایشان در جایگاه رهبری، از سال 1368 تا 1398، مورد بررسی قرار گرفت.روش پژوهش ما ترکیبی از تحلیل محتوای جهت‌دار و تحلیل مضمون است. نزدیک به 90 سخنرانی معظم‌له فیش‌برداری شده و منبع اصلی سخنرانی‌ها، سایت رسمی ایشان است.یافته‌ها نشانگر این است که مقام معظم رهبری راهکار توسعۀ علم را تولید علم نافع، توسعۀ علوم‌پایه، بومی‌سازی علمی، ثروت‌آفرینی و نوآوری می‌دانند. همچنین در خطاب به مسئولان، توجه ویژه به دانشگاه‌ها، اهتمام به اجرایی شدن مصوبات نقشۀ جامع علمی کشور، اولویت‌دهی به جهش علمی کشور، تقویت ارتباط صنعت با دانشگاه، پیوستگیِ زنجیرۀ علمی از ابتدایی تا آموزش عالی و استفاده از علم به مثابه دیپلماسی برای تحقق اهداف عالیه نظام، مورد تاکید قرار می‌دهند.

Analysis of the components and strategic capacities of the scientific development system and the knowledge of the country from the perspective of the Supreme Leader (Damat Barakat)

The success of the country’s scientific institutions in achieving the peaks of progress stems from the overlap of the mental images of its elites. The less this overlap and the more diverse the views, the different, parallel and sometimes destructive the actions. The purpose of this study is to present a strategic model of the scientific system based on the intellectual system of the Supreme Leader as the highest official in the country. Therefore, all the lectures related to his subject in the position of leadership, from 1989 to 2017, were examined. Our research method is a combination of directional content analysis and content analysis. Nearly 90 speeches of His Holiness have been recorded and the main source of the speeches is his official website. The findings indicate that the Supreme Leader considers the strategy of science development to be the production of beneficial science, the development of basic sciences, scientific localization, wealth creation and innovation. Also in addressing the officials, special attention to universities, efforts to implement the approvals of the country’s comprehensive scientific plan, prioritizing the country’s scientific leap, strengthening industryuniversity relations, linking the scientific chain from elementary to higher education and using science as diplomacy to achieve The high goals of the system are emphasized.
