اولویت‌بندی تهدیدات جمهوری اسلامی ایران از طریق آسیای مرکزی و راهکارهای مقابله با آن

جایگاه آسیای مرکزی در عمق تمدنی ایران برجسته و میزان تاثیرگذاری آن بر منافع و امنیت ملی ایران چشمگیر است. با فروپاشی شوروی، محیط امنیتی پیرامون ایران در آسیای مرکزی دست‌خوش دگرگونی عمیقی شد. هم‌زمان با رفع تهدیدهای سنتی، پویش‌های تهدیدزا و فرصت‌آفرین جدیدی از سوی آسیای مرکزی متوجه ایران شد. نظر به تنوع و تکثر این تهدیدها، شناسایی و اولویت‌بندی مهم‌ترین تهدیدات امنیتی، مسئلۀ محوری این پژوهش است. پژوهش از منظر هدف کاربردی و از نظر روش، پیمایشی همراه با پرسشنامه است. یافته‌ها نشان داد، در آسیای مرکزی تهدیدهای اقتصادی و سیاسی اولویت دارند. راهکارهایی که می‌تواند فرصت ایجاد کند عبارت‌اند از اولویت دادن به پروژه‌های زیرساختی فرامرزی برای مقابله با تخلیه ژئوپلیتیکی، برپایی دفتر بررسی نیازهای فنی مهندسی کشورهای منطقه، استفاده از توان فنی و مهندسی داخلی برای رفع نیازهای فنی مهندسی کشورها و سرانجام توجه به دیپلماسی دفاعی.

Prioritize the threats of the Islamic Republic of Iran through Central Asia and strategies to deal with it

The position of Central Asia in the depths of Iranian civilization is prominent and the extent of its impact on Iran’s national interests and security is significant. With the collapse of the Soviet Union, the security environment around Iran in Central Asia changed dramatically. Simultaneously with the elimination of traditional threats, new threatening and opportunistic dynamics were introduced to Iran by Central Asia. Given the diversity of these threats, identifying and prioritizing the most important security threats is the central issue of this research. The research is applied in terms of purpose and in terms of method, a survey with a questionnaire. The findings show that economic and political threats are a priority in Central Asia. Strategies that can create opportunities include prioritizing crossborder infrastructure projects to counter geopolitical depletion, establishing a regional engineering technical needs assessment office, using technical and internal engineering capabilities to meet countries’ technical engineering needs, and finally paying attention to defense diplomacy.
