درآمدی بر امنیت انرژی، امنیت ملی و حقوق شهروندی ‏‏(مطالعه‌ موردی ایران)‏

شهروندی از مهم ترین مفاهیمی است که رابطه‌ فرد و جامعه را در قالب حقوق، وظایف و مسئولیت ها بازنمایی و دستیابی هر فرد به منابع اجتماعی و اقتصادی را تعیین می کند. همچنین امروزه انرژی در زندگی بشر اهمیت بسیاری دارد و ارتباط مستقیمی با امنیت اقتصادی در چهارچوب توسعه‌ پایدار؛ امنیت محیط زیستی و درنتیجه، امنیت ملی دارد. بر این مبنا، پژوهش حاضر به دنبال پاسخ به رابطه‌ میان امنیت انرژی، امنیت ملی و حقوق شهروندی است و ابعاد مختلف امنیت انرژی را که بر حقوق شهروندی تاثیرگذار بوده اند، بر مبنای حقوق مصرح در منشور حقوق شهروندی و سایر اسناد قانونی مورد توجه قرار داده است. طبق این پژوهش، می توان به رابطه‌ مستقیم میان امنیت انرژی و حقوق شهروندی اشاره کرد؛ یعنی با تامین امنیت انرژی، بُعدی از حقوق شهروندی محقق شده و محقق نشدن آن به عدم تامین امنیت انسانی و پیامدهایی بر امنیت ملی می انجامد. نتایج نشان می دهد ناامنی انرژی، ازجمله تهدیدات امنیت ملی است که نگاه به آن از منظر حقوق شهروندی می تواند تعهدات دولت ها را در تضمین تحقق آن برجسته تر کند.

An Introduction to Energy Security, National Security and Citizenship (Case Study of Iran)

Citizenship is one of the most important concepts that represent the relationship between the individual and society in terms of rights, duties and responsibilities and it determines each person’s access to social and economic resources. Energy is also very important in human life today and a direct link to economic security in the context of sustainable development, global environmental security and then on national security. Accordingly, the present study seeks to address the relationship between energy security, national security and civil rights and it has considered the various dimensions of energy security that have affected civil rights on the basis of the rights enshrined in the Charter of Civil Rights and other legal documents. Based on this, we can mention the direct relationship between energy security and civil rights. That is, by securing the next energy from civil rights and then we can talk about citizenship rights and its nonfulfillment will lead to a lack of human security and consequences for national security. The results show that energy insecurity is one of the threats to national security, and looking at from the perspective of civil rights can highlight the commitment of governments to ensure its realization.
