حاکمیت فناوری اطلاعات در بیمارستان‌های آموزشی و درمانی دانشگاه علوم پزشکی ایران: یک مطالعه کیفی

مقدمه: حاکمیت فناوری اطلاعات به چگونگی مدیریت فناوری اطلاعات و روش هم راستا نمودن تصمیمات مرتبط با فناوری اطلاعات با فرآیندها، منابع و مسئولیت ها اشاره می نماید. این مطالعه با هدف تعیین وضعیت موجود حاکمیت فناوری اطلاعات در مراکز آموزشی و درمانی دانشگاه علوم پزشکی ایران انجام گرفت. روش: پژوهش حاضر، مطالعه کیفی از نوع کاربردی است. در گام اول جامعه پژوهش شامل مستندات مرتبط در مراکز تحت مطالعه و در گام دوم مسئولین واحد فناوری اطلاعات، رایانه، انفورماتیک و مدیران بیمارستان شاغل در مراکز بودند. ابزار گردآوری داده در گام اول فرم گردآوری داده و در گام دوم راهنمای مصاحبه بود. اسناد مورد تحلیل محتوایی قرار گرفت و تمامی گزاره ها استخراج شد. در نهایت، داده ها پردازش و نتایج تفسیر گردید. پس از جمع آوری مصاحبه ها، داده ها شناسایی، کدگذاری و طبقه بندی شدند. سرانجام، زیر موضوع ها ترکیب، موضوع ها انتخاب و به تحلیل موضوعی منجر شد.نتایج: رشته تحصیلی 40 درصد مسئولین واحد فناوری اطلاعات مراکز تحت مطالعه، رایانه با گرایش نرم افزار و 40 درصد مدیران مراکز فارغ التحصیل رشته پزشکی بودند. نتایج نشان داد رئیس، مدیر، مسئول واحد فناوری اطلاعات و مدیر اداره آمار و فناوری اطلاعات در بیشتر حوزه های مرتبط با فناوری تصمیم گیری می نمودند. همچنین در برخی از مراکز شرح وظایفی از طرف مسئول واحد فناوری اطلاعات با تایید مدیریت بیمارستان در اختیار کارکنان واحد قرار می گرفت.نتیجه گیری: ساختار واحد فناوری اطلاعات در مراکز تحت مطالعه، ساختاری مبهم و پیچیده بود، به طوری که متولی، سیاست گذاران، مجریان و بهره برداران فناوری اطلاعات بیمارستان ها دقیقاً مشخص نبودند.

The Current State of IT Governance in Education and Training Centers in Iran University of Medical Sciences: A Qualitative Study

Introduction: IT Governance includes IT management and the way to make IT decisions in line with the related IT processes, resources, and responsibilities. This study aimed to determine the current state of IT governance in education and training centers in Iran University of Medical Sciences.Method: This is a practical qualitative study. In the first step of the study the population centers including the related documentation, and in the second step the units responsible for information technology, computing, informatics and hospital administrators who work in the center were included. Data collection tools in the first step was the data collection forms, and in the second step was interview guide. Content analysis of the documents and all the propositions were extracted. The final step is data processing and interpretations of the results. After interviews were collected, the data were identified, coded and classified. Finally, the subtopics were combined, the topics were selected, and the thematic analysis was performed.Results: 40% of centers' information technology administrators studied computer software at university and 40% of the managers were graduated from medical centers. The results showed that the president, the director, the IT department administrators, and the director of the Department of Statistics and Information Technology in many areas have made their decision in technologyrelated fields . In some centers also the IT department administrator provided the staff with job description after being approved by the hospital manager.Conclusion: The structure of the studied centers' IT departments was vague and complex, so that the trustees, policy makers, administrators and IT operators in hospitals were not exactly clear.
