چالش ‌ها و موانع موفقیت در مدیریت آب‌ رسانی روستایی

با نگاه به فراز و فرودها و تجربه‌ بیش از شش دهه اجرای طرح آب‌رسانی به روستاهای کشور، ایجاد و توسعه مناسب خدمات آب ‌رسانی روستایی با ویژگی‌های کمیت، کیفیت و پایداری، هم‎چون سایر طرح‌های عمرانی، به‎شدت نیازمند التزام و پای‎ بندی به رعایت انضباط‌ های مهندسی (تعریف طرح، توسعه و پیاده سازی و راهبری آن) و طی مراحل چهارگانه‌ شناخت و ارزیابی، طراحی و مهندسی، اجرایی و بهره‌برداری است. شناسایی موانع پیش‎روی و راه‌های برون‎رفت از موانع پیش‎روی، که با توجه ویژه به سیر تَطَور جمعیت روستایی کشور و تجربه‌های برآمده از مدیریت طرح‌های آب‌رسانی روستایی، در سه سرفصلِ متولی ویژه و حرفه‌ای، پرهیز از شتابزدگی، ساده‎انگاری و جامع نگری در اجرای طرح‌ها، با تاکید بر پیش‌بینی ساختار مناسب سازمانی و مدیریت مالی برای نگهداری و راهبری تاسیسات آب‌رسانی روستایی خلاصه شده است، موفقیت در اجرا، پایداری و کارآمدی نسبی آن را تضمین خواهد کرد.
