راهبردها و سیاست‌های توسعه فناوری‌های تصفیه فاضلاب در ایران

طراحی و ترویج روش‌های نوین و برخوردار از راه‎کارهای علمی و فناورانه، به‎روز و بومی شده می‌تواند در مدیریت کارآمد صنعت تصفیه فاضلاب و نیز دستیابی به توسعه پایدار موثر واقع شود. در این راستا قوانین و سیاست‌های کنونی، بعضاً کارایی لازم را نداشته و یا منتهی به نتایج مطلوب نشده است. از این‎رو تهیه یک سند راهبردی بالادستی، به‎ویژه در حوزه تخصصی توسعه فناوری‌های تصفیه فاضلاب، با درنظر گرفتن کلیه فرصت‌ها و چالش‌های موجود می‌تواند خلاها را شناسایی نموده و برای مرتفع ‌نمودن آن‎ها، ترتیبی اتخاذ نماید تا اقدامات لازم‌الاجرا به دستگاه‌های ذیربط ارجاع شود. در این تحقیق ضمن آینده‌پژوهی در خصوص توسعه فناوری‌های تصفیه فاضلاب به چشم‌اندازپردازی و تعیین شاخص‌های کمی تا 20 سال آینده با استفاده از نظرات 58 نفر از مدیران بخش آب و فاضلاب کشور،‌ خبرگان صنعت و اساتید دانشگاه ذیل جلسات کمیته فنی و راهبری پرداخته شد. مبنای تدوین اقدامات و سیاست‌های موردنیاز در این پژوهش، نظام نوآوری فن‌آورانه مبتنی بر مولفه‌هایی برای توسعه، انتشار و بهره‌برداری از فن‌آوری بوده است. در این تحقیق ضمن احصای چالش‌های توسعه فناوری فاضلاب در کشور به تبیین سیاست‌های مربوطه پرداخته شده است.

Strategies and Policies for the Development of Wastewater Treatment Technologies in Iran

Designing and promoting innovative methods with uptodate and localized technical solutions can be helpful in efficient management of the wastewater treatment industry and achievement of sustainable development. Despite this, prevailing laws and policies are sometimes ineffective or do not support the desired results. Therefore, the preparation of an upstream strategic document by taking into account the opportunities and challenges, particularly in the field of wastewater treatment technology development, can identify gaps and take measures to resolve them in order to refer the necessary measures to the relevant agencies. In this research, in addition to the future studies on the development of wastewater treatment technologies, vision and quantitative indicators for the next twenty years were determined. Accordingly, the opinions of 58 managers of the country’s water and wastewater department, industry experts and university professors were used through the meetings of the technical and steering committee. The basis for formulating the actions and policies required in this research is the Technological Innovation System (TIS) based on components for the development, dissemination and exploitation of technology. In this research, while enumerating the challenges of the development of wastewater technology in the country, the relevant policies have been explained.
