سازوکارهای ارتقای کارامدی سازمان‌های آتش‌نشانی در مخاطرات انسان ساخت

ایران به‌دلیل موقعیت خاص جغرافیایی و سیاسی همواره در معرض انواع مخاطرات طبیعی و غیرطبیعی قرار داشته است. ارتقای کارامدی ارگان‌های مهمی مانند سازمان‌های آتش‌نشانی می‌تواند در کاهش اثر مخاطرات بسیار موثر باشد. این پژوهش با توجه به اهمیت مخاطرات انسان‌ساخت انجام گرفت. این تحقیق از نوع کاربردی بوده و به شیوۀ توصیفی تحلیلی انجام گرفته است. جامعۀ تحقیق کارکنان شاغل در سازمان آتش‌نشانی شاهرود و ستاد مدیریت بحران شهرداری شاهرود (80 نفر) در سال 1398 بودند و حجم نمونه با توجه به محدودیت جامعۀ آماری حداقل 50 نفر تعیین شد که به روش نمونه‌گیری تصادفی انتخاب شدند. اطلاعات مورد نظر از راه تکمیل پرسشنامۀ طراحی‌شده به‌دست آمد. در این پژوهش از آمار توصیفی برای نمایش اطلاعات جمعیت‌شناختی گروه نمونه و آمار استنباطی با کمک نرم‌افزارهای آماری spss 22‌‌، amos 20وlisrel 8.8استفاده شد. نتایج این تحقیق نشان داد که ساز‌وکارهای ارتقای کارامدی سازمان‌های آتش‌نشانی در بحران‌های انسان‌ساخت شامل 1. سازماندهی، 2. فرایند و 3. فناوری است. در ضمن یافته‌ها حاکی از آن است که شاخص‌های فرعی شامل ساختار سازمانی، بودجه و اعتبار، فرهنگ، اهداف، محیط و کارکنان بر شاخص اصلی سازماندهی؛ شاخص‌های فرعی فرایندهای عملیاتی و فرایندهای مدیریتی بر شاخص اصلی فرایند و شاخص‌های فرعی سخت‌افزار و نرم‌افزار بر شاخص اصلی فناوری تاثیرگذارند.

MECHANISMS TO IMPROVE THE EFFICIENCY OF FIRE SERVICES IN MANMADE hazards

Islamic republic of Iran has always been located to a variety of natural and unnatural crises due to its specific geographical and political situation. To this end, Improve the Efficiency of crisismanagement organizations such as fire service can be very effective in mitigating the effects of the crisis. Therefore, given the importance of manmade crises, a research was conducted entitled Mechanisms to Improve the Efficiency of Fire services in manmade Crises. This research is an applied one and is descriptiveanalytical. The study population consisted of employees of Shahrood Fire Department and Shahrood Municipality Crisis Management Staff (80 persons) on the year 1398 and the sample size was determined by random sampling. The information was obtained by completing the designed questionnaire. In this study, descriptive statistics were used to represent demographic data and inferential statistics using SPSS 22, Amos 20 and Lisrel 8.8 statistical software. The results of this study showed that the mechanisms for enhancing the efficiency of firefighting organizations in humanitarian crises include: 1. organization, 2. process and 3. Technology. The findings also show that the subindicators include: organizational structure, budget and credit, culture, goals, environment and staff on the main organizational index; operational and managerial process on the process index and hardware and Software on the core index of technology affects.
