آینده ملی نظام سلامت مبتنی بر رویکرد تحلیل لایه‌ای علت‌ها با تاکید بر تمدن‌ نوین اسلامی‌

آینده نظام سلامت در هر کشوری چیزی جدای از تمدن سازی آن نیست و آنچه تمدن ها را به‌طور حقیقی از هم جدا می کند، جهان بینی و سبک زندگی حاکم بر آن کشورهاست، بنابراین لحاظ کردن جهان‌بینی در سیاست‌گذاری عرصه سلامت امری اجتناب ناپذیر است. رویکرد تحلیل لایه ای علت ها به‌عنوان رویکردی تفسیری در آینده پژوهی و به‌عنوان رویکردی که نقش جهان بینی را در ساخت آینده دارد، می توان از طریق آن به ارتقای فهم کنشگران کلیدی نظام سلامت در ساخت آینده مرجح این نظام و درک چالش های واقعی امروز کمک کرد. هدف این تحقیق ارائه راهکار عملیاتی برای تحول در ساختار نظام سلامت کشور در مسیر تمدن سازی نوین اسلامی‌است. در این تحقیق با استفاده از رویکرد مکتب لاپروسپکتیو و فرایند حاکم بر نرم افزار مکتور به تحلیل اهداف آینده ساز نظام سلامت و کنش بازیگران از طریق مصاحبه عمیق با 25 نفر از خبرگان نظام سلامت کشور پرداخته است. در حال حاضر در میان اهداف چهارگانه، گفتمان دانشگاه و سازمان حکمت بنیان تنها هدفی است که از آن می توان به‌عنوان بستری برای تحقق سایر اهداف استفاده کرد. از این رو می طلبد وزارت بهداشت به دلیل دارا بودن وظیفه تولیت نظام سلامت با تکیه بر رویکرد سلامت‌محوری به جای بیماری محوری و با گفتمانِ سازمان و دانشگاه حکمت بنیان، نظام سلامت کشور را در مسیر تمدن سازی نوین اسلامی‌قرار دهد.

The national future of the health system based on the approach of causal layered analysis with emphasis on the new Islamic civilization

The future of the health system in any country is nothing but its civilization, and what really separates civilizations is the worldview and lifestyle that governs those countries, so consider worldview in Health policymaking is inevitable. The approach of causal layer analysis as an interpretive approach in future research and as an approach that plays a worldview role in building the future can be used to improve the understanding of key actors in the health system in building the preferred future of this system. And it helped to understand the real challenges today. The purpose of this study is to provide an operational solution for the transformation of the structure of the country’s health system in the path of modern Islamic civilization. In this study, using the Laprospective school approach and the process governing the software, the software analyzes the future goals of the health system and the actions of the actors through indepth interviews with 25 health system experts. Currently, among the four goals, the discourse of the university and the HekmateBonyan organization is the only goal through which the challenges of the country’s health system can be solved. Therefore, the Ministry of Health, due to its duty to protect the health system, relying on a healthcentered approach instead of diseasecentered and with the discourse of the organization and HekmateBonyan University, puts the country’s health system on the path of modern Islamic civilization.
