راهبردهای خدمات انتظامی مبتنی بر مکتب شهید سلیمانی در گام دوم انقلاب اسلامی

زمینه و هدف: توسل به الگوهای موثر، در ارائه خدمات انتظامی به مردم، ضمن سرعت بخشیدن به حرکت، بهبود و کیفی سازی خدمات انتظامی پلیس، از انحراف احتمالی در مسیر تعیین شده جلوگیری می‌کند. هدف پژوهش حاضر ارائه راهبردهای خدمات انتظامی مبتنی بر مکتب شهید حاج قاسم سلیمانی در گام دوم انقلاب است.روش: این تحقیق از نوع پژوهش کاربردى و روش آن توصیفى از نوع دلفی است. ابتدا با مطالعه اسنادی و مطالعات میدانی ظرفیت های موجود در سازمان پلیس و جامعه، فهرستی از ضعف ها، نقاط قوت، فرصت ها و تهدیدهای بیرونی در خدمات انتظامی، استخراج شد و سپس جهت وزن دهی به شاخص های استخراجی، پرسش نامه57 سوالی، برای خبرگان طرح و پس از سه مرحله، داده ها جرح و تعدیل و 48 شاخص در چهار محور استخراج شد. داده ها با استفاده از تکنیک swot مورد تجزیه و تحلیل قرار گرفت.یافته ها: یافته های حاصل از این مطالعه نشان می دهد که «بالا بودن روحیه جهادی در بین مدیران و فرماندهان» با نمره نهایی 0.20، به‌عنوان مهم ترین نقطه قوت‌ داخلی و «محور بودن مکتب شهید سلیمانی بین سلیقه های مختلف فرهنگی» با نمره نهایی 0.36 به‌عنوان مهم ترین فرصت بیرونی در راهبردهای مدیریت خدمات انتظامی مبتنی بر مکتب شهید سلیمانی در گام دوم انقلاب قرار دارد.نتیجه گیری: نتایج این مطالعه حاکی از آن است که پلیس با تمرکز بر نقاط قوت درونی و بهره گیری از فرصت های بیرونی می تواند بخشی از تهدیدهای بیرونی را که در توسعه این رویکرد موثر هستند، کاهش دهد و از طرف دیگر با بازنگری در برنامه های درون سازمانی و رفع نقاط ضعف و آسیب پذیر و نیز استفاده از مزیت‌های نسبی و آذین بستن خدمات خود به جلوه های فرا دنیوی مکتب شهید سلیمانی می تواند گام بلندی را در مدیریت خدمات مطلوب انتظامی مبتنی بر این مکتب در گام دوم انقلاب اسلامی بردارد.

Strategies of law enforcement services based on the school of Shahid Soleimani in the second step of the Islamic Revolution

Background and Aim: Recourse to effective models in providing law enforcement services to the people, while speeding up the movement and improving the quality of police law enforcement services, prevents possible deviations in the designated path. The purpose of this study is to provide law enforcement strategies based on the school of Shahid Soleimani in the second step of the revolution.Method: This research is an applied research and its method is descriptive Delphi. First, by studying the documents and field studies of the existing capacities in the police and community organization, a list of weaknesses, strengths, opportunities and external threats in the law enforcement services was extracted, and then in order to weigh the indicators. Extraction: 57item questionnaire for design experts and after three stages, data were analyzed and 48 indicators were extracted in four axes. Data were analyzed using swot technique. Findings: The findings of this study show that high jihadi spirit among managers and commanders with a final score of 0.20, as the most important internal strength and the centrality of the Soleimani school between tastes Various cultural »with a final score of 0.36 as the most important external opportunity in the management strategies of law enforcement services based on the school of Shahid Soleimani is in the second step of the revolution. Conclusion: The results of this study indicate that the police can reduce some of the external threats that are effective in developing this approach by focusing on internal strengths and taking advantage of external opportunities. By reviewing the programs within the organization and eliminating the weaknesses and vulnerabilities, as well as using the comparative advantages and adapting its services to the extraterrestrial manifestations of the Shahid Soleimani school, it can take a big step in managing desirable lawbased services. Take this school in the second step of the Islamic Revolution.
