بررسی تاثیر شاخص‌های فرهنگ انقلاب اسلامی در تدوین برنامه‌های دفاع و امنیت برنامۀ ششم توسعه Dor:20.1001.1.74672588.1399.4.15.1.2

تحقق ارزش‌ها و الگوهای اسلامی در جامعه، هدف اصلی و اساسی  انقلاب اسلامی می‌باشد. با توجه به اینکه مهم‌ترین برنامه‌های کلان جمهوری اسلامی برای پیشرفت کشور برنامه‌های پنج ساله توسعه است، به همین منظور یکی از راه های قابل اطمینان برای پایش حرکت کلی نظام به سمت اهداف انقلاب اسلامی را می‌توان بررسی برنامه‌های پنج‌ساله توسعه از نظر میزان تاثیرپذیری از شاخص‌های فرهنگ اسلامی در تدوین آنها دانست. پرسش این پژوهش عبارت‌است از اینکه «آیا شاخص‌های فرهنگ اسلامی بر تدوین بخش‌های دفاعی و امنیتی برنامه‌های پنج‌ساله ششم توسعه موثر بوده‌است؟». نوع پژوهش کاربردی است و جهت تبیین شاخص‌های فرهنگ انقلاب اسلامی از روش توصیفی محض و همچنین برای بررسی تاثیرگذاری این شاخص‌ها در تدوین برنامه‌های توسعه، از روش توصیفی-تحلیلی استفاده شده است. جامعه آماری این پژوهش که از نوع سندپژوهی است، شامل قرآن کریم، کتب احادیث ائمه و بیانات امامین انقلاب اسلامی بوده که در نمونه آماری به بخش هایی از آنها پرداخته شده است. بر اساس نتایج به‌دست آمده از این پژوهش، برنامه بخش‏‏‏های دفاعی و امنیتی در برنامه ششم توسعه کشور متاثر از شاخص‏‏‏های فرهنگ انقلاب اسلامی بوده‏‏‏اند؛ به‌طوری که می‏‏‏توان گفت که  12% از این برنامه‏‏‏ها به صورت مستقیم تحت تاثیر فرهنگ انقلاب اسلامی و به عبارتی نشات گرفته ا‏‏‏ز این فرهنگ بوده‏‏‏ است و 88% مغایرتی با فرهنگ انقلاب اسلامی نداشته اند.

Investigating the effect of the indicators of the culture of the Islamic Revolution in the formulation of defense and security programs of the Sixth Development Plan

The realization of Islamic values and patterns in society is the main and fundamental goal of the Islamic Revolution. Considering that the most important macroplans of the Islamic Republic for the development of the country are fiveyear development plans, For this purpose, one of the reliable ways to monitor the overall movement of the system towards the goals of the Islamic Revolution can be considered as a review of fiveyear development plans in terms of the effectiveness of the indicators of Islamic culture in their development. The question of this research is Have the indicators of Islamic culture been effective in developing the defense and security sections of the sixth fiveyear development plans?. The type of applied research and to investigate this issue, a purely descriptive method has been used to explain the indicators of the culture of the Islamic Revolution and a descriptiveanalytical method has been used to investigate the effectiveness of these indicators in developing development plans. The statistical population includes the Holy Quran, books of hadiths of the Imams and the statements of the Imams of the Islamic Revolution, some of which are discussed in the statistical sample. Based on the results obtained from this study, the programs of the defense and security sectors in the Sixth Development Plan of the country have been affected by the indicators of the culture of the Islamic Revolution; It can be said that 12% of these programs were directly influenced by the culture of the Islamic Revolution and in other words originated from this culture and 88% were contrary to the culture of the Revolution. They did not have Islam.
