تبیین الگوی سیاستگذاری توسعه صنعت بانکرینگ ایران (با رویکرد اقتصاد مقاومتی) با استفاده از نظریه داده بنیاد

با وجود ظرفیت‌های ایران در صنعت بانکرینگ و نقش آن در تحقق سیاست‌های اقتصاد‌مقاومتی، ایران نتوانسته است به جایگاه مطلوب خود در این صنعت دست یابد. بخشی از سهم ناچیز ایران از بازار بانکرینگ خلیج‌فارس به دلیل فقدان تلاش لازم در سیاستگذاری جامع می‌باشد. ‌پس هدف این تحقیق تبیین سیاست‌گذاری توسعه صنعت بانکرینگ ایران و شناسایی عوامل و شرایطی است که در سیاست‌گذاری باید مورد توجه قرار گیرند. داده‌های گردآوری شده کیفی و با رویکرد نظریه داده بنیاد می‌باشد. روش گردآوری داده‌ها، مصاحبه عمیق با 16 نفر از خبرگان فعال در حوزه بانکرینگ بوده و نمونه‌گیری به روش گلوله‌برفی انجام شده است. تحلیل داده‌ها در سه مرحله کدگذاری باز، کدگذاری انتخابی و کدگذاری محوری، انجام شده است. پس از کدگذاری باز، مفاهیم و مقوله‌ها استخراج شد. در مرحله کدگذاری محوری سیاستگذاری توسعه صنعت بانکرینگ به‌عنوان مقوله اصلی در نظر گرفته شده و شرایط علی، سیاست‌های توانمندساز( 8 سیاست)، سیاست‌های تسهیل کننده (5 سیاست)، سیاست‌های واسطه‌ای(5 سیاست) و پیامدهای تحقق توسعه صنعت بانکرینگ ارایه شده است.

Explaining the Policy Model of Iran’s Bunkering Industry Development (with a resistance economy approach) Using the Foundation Data Theory

Despite Iran’s capacities in the Bunker industry and its role in resistive economy policies, Iran has not been able to achieve its desirable position in this industry. Part of Iran’s insignificant share of the bunkring in the Persian Gulf is due to the lack of comprehensive policy efforts. Therefore, the purpose of this study is to explain the policy making of the development of Iran’s Bunkering industry and identify the factors and conditions that should be considered in policy making. Collected data is qualitative and based on the data theory approach. The data gathering method is a deep interview with 16 active experts in the Bunkering area and snowball sampling was done. Data analysis was performed in three stages of open coding, selective coding, and axial coding.After open coding, concepts and categories were extracted. In the central coding step, the Bunkering industry development policy has been considered as the main category and the causal conditions, the empowering policies (8 policies), the facilitating policies (5 policies), intermediary policies(5 Policy) and Consequences of Bunkering Industry Development are presented.
