ارکان جهت‌ساز نظام اداری کشور در گفتمان ولایت‌فقیه

ارکان جهت‌ساز نظام اداری در هر کشوری تعیین‌کننده همه امور تلقی گردیده و سنگ‌بنا و چارچوب کلی ناظر بر مدیریت حوزه نظام اداری را شکل می­دهند. در جمهوری‌اسلامی‌ایران که بر پایه اصل ولایت‌فقیه شکل‌گرفته است، شناخت ارکان مورد بحث درگفتمان ولایت‌فقیه از اهمیت برخوردار است. ‌پس این مقاله باهدف تبیین ارکان جهت‌ساز نظام اداری کشور (اهداف راهبردی، دکترین‌ها و سیاست‌های راهبردی) در گفتمان ولایت‌فقیه تحریر شده است.در این تحقیق کاربردی توسعه ای که با روش توصیفی تحلیلی انجام‌شده است، اطلاعات با روش کتابخانه‌ای و با مراجعه به اسناد و مدارک معتبر گردآوری و با روش تحلیل محتوای کیفی تجزیه‌وتحلیل شده‌اند. نتایج این تحقیق نشان‌دهنده ارکان جهت‌ساز نظام اداری براساس گفتمان ولایت‌فقیه است که اهم آنها عبارتند از: اهداف:1) ایجاد نظامی‌ مبتنی بر ظرفیت‌های داخلی، 2) نهادینه‌شدن وجدان‌کاری و انضباط اجتماعی در نظام اداری، 3) ایجاد نظامی‌پاسخگو و مسئولیت‌پذیر در مقابل مردم، 4) استقرار عدالت و عدم‌تبعیض و فساد در نظام اداری، 5) شکل‌گیری نظام اداری مبتنی بر فضایل اخلاقی و حمایت‌کننده حقوق اساسی و مشروع مردم، 6) برخوردارشدن از نظام اداری قدرتمند و تقویت‌کننده اقتدار ملی. دکترین­ها:1) تعالی‌محوری واقع‌بینانه با رویکرد اسلامی، 2) همسویی با تدابیر ولایت‌فقیه، 3) مراقبت و پاسخگوبودن در اندیشه و عمل، 4) تاکید بر نظارت درونی، 5) قانون‌مداری، 6) عدالت‌محوری، 7) محور قراردادن مبانی اسلام در خدمت به مردم. سیاست‌ها:1) انعطاف‌پذیری و کاهش تمرکز‌سازمانی،2) حداکثر استفاده از ظرفیت‌های مردمی‌ در اداره امور، 3) نصب‌العین قراردادن قانون در تصمیم‌گیری‌ها، 5) محورقراردادن نیازهای مادی و معنوی مردم، 6) رعایت حق‌الناس و اجتناب از اقدامات حمایت‌کننده غیرعادلانه، 7) تکیه ‌بر مشارکت مردمی‌در نظام اداری.

pillars of the Country’s Administrative System in the Discourse of the Velayate Faqih

The pillars of the administrative system in any country determine all the affairs and stones of the building and the axis of the administrative system. In the Islamic Republic of Iran, based on the principle of Velayatefaqih, it is important to recognize the pillars of discussion in the Velayate faqih discourse. this paper has been written to explain the pillars of the country’s administrative system in the discourse of the Velayate faqih.In this applieddevelopment research conducted by descriptiveanalytic method data were collected by library method and referring to valid documents. The results of this study indicate the pillars of the administrative system in accordance with the Velayate faqih discourse that the main ones are: objectives:1)Establishment‌ of militarybased domestic capacity2) institutionalization of work conscience and social discipline in the system3) establishing a responsive and responsible military in front of people4) establishment of justice and a The tail of discrimination and corruption in the system5)military formation the developer of moral virtues and supporter of fundamental and legitimate rights of people6)Achieving to the powerful administrative system and the strengthening of national authority.Doctrine:1)realistic core excellence with Islamic approach2)in accordance with the measures of Velayatefaqih3)taking care and responding in thought and practice4)emphasis on internal supervision5)orbital law6)Axial Justice7)The axis of Islamic foundations in serving people.
