دکترین نظارت و بازرسی درجمهوری اسلامی ایران بر اساس گفتمان ولایت فقیه

نظام جمهوری اسلامی ایران مبتنی بر اصل ولایت فقیه رویکردی نو در عرصه‌ی نظام سازی ارائه کرده است. یکی از حوزه‌های اساسی که ملزم به تاسی از گفتمان ولایت فقیه است حوزه نظارت و بازرسی است که پس از انقلاب اسلامی در قالب اصل 174 قانون اساسی تبیین شده است. سازمان بازرسی کل کشور محصول عینیت یافت این اصل می‌باشد. هماهنگی، همسوئی و هم افزائی فعالیت های نظارت و بازرسی کشور، نیازمند دکترینی( اصول و قواعدی) مبتنی بر گفتمان ولایت فقیه می باشد. بنابراین، تحقیق حاضر با هدف دستیابی به دکترین‌ حوزه نظارت و بازرسی بر اساس گفتمان ولی فقیه انجام شده است.این تحقیق از حیث نوع تحقیق، کاربردی و از جهت ماهیت، توصیفی تحلیلی است. روش جمع‌آوری اطلاعات به روش کتابخانه ای و تحلیل محتوای کیفی است که از نظریات ولایت فقیه در حوزه نظارت و بازرسی جمع آوری و تحلیل شده است.نتایج تحقیق نشان می دهد اصول و قواعد زیر به عنوان دکترین حوزه نظارت و بازرسی کشور برای هماهنگی، همسوئی و هم افزائی فعالیت های حوزه مذکور لازم است رعایت شوند.1) شریعت محوری؛ 2) حاکمیت قانون؛ 3) دانش‌محوری؛ 4) محوریت نظارت حکومت برامور جامعه؛ و 5) برنامه‌محوری

the Islamic Republic of Iran, based on the principle of the jurisprudence of the Supreme Leader has introduced a new approach in the field of systematization. One of the key areas that need to be established in the jurisprudence of the Velayate Faqih is supervision and inspection. It has been explained in the form of Article 174 of the Constitution since the Islamic Revolution. The organization of the whole country is the product of the objective found in this principle. Coordination, alignment and enhancement of the country’s oversight and inspection activities require a doctrine (principles and rules) based on the discipline of the velayatfaghih. Therefore, this research aims to achieve the doctrine of supervision and inspection based on the discipline of the Supreme Leader. This applied research has been done through descriptiveanalytical method by gathering information through library method and qualitative content analysis of information collected from the jurisprudence of the jurisprudence in the field of supervision and inspection.
