چکیده
|
هدف اصل این تحقیق، ارائه الگوی راهبردی در زمینه اداره امور بازنشستگی کشوری بر‌اساس گفتمان امام و رهبری، قانون اساسی، تجارب جمهوری اسلامی ایران و بهره‌گیری از تجارب موفق بشری می‌باشد. به همین منظور از تعداد 80 نفر از خبرگان و کارشناسان حوزه صندوق بازنشستگی کشوری در جهت نمونه‌گیری و جمع‌آوری اطلاعات استفاده شده است. در بخش تحلیلی این رساله با استفاده از تحلیل محتوی از اسناد و قوانین بالادستی، تجارب نظام و تجارب بین‌المللی و همچنین سخنان امامین انقلاب، کدهای مرتبط با ابعاد نه‌گانه مدل موردنظر(دکترین، سیاست، اهداف، برنامه‌ریزی، سازمان‌دهی، هدایت، کنترل، اجرا و پیاده‌سازی) شناسایی گردید. در این بخش از نرم‌افزار maxqda استفاده شده است. در نهایت مدل شناسایی شده این تحقیق، دارای ابعاد نه‌گانه به همراه شاخص‌ها و زیر مولفه های مرتبط با الگوی راهبردی اداره امور بازنشستگی است که هر یک نیز دارای وزن دهی مرتبط با خود بوده است.

Abstract
|
The main purpose of this research is to provide a strategic model for the management of state retirement affairs based on the discourse of the Imam and the leadership, the constitution, the experiences of the Islamic Republic of Iran and the use of successful human experience. For this purpose, 80 experts from the State Pension Fund have been used to sample and collect information. In the analytical section of this thesis, using the content analysis of the upstream documents and laws, the experiences of the system and the international experiences as well as the words of the Imams revolution, the codes related to the nine dimensions of the model (doctrine, policy, goals, planning, organization , Guidance, coordination, control, implementation and implementation). For alalyzing data Maxqda software is used. Finally, this research has identified a model with ninedimensional indicators and subcomponents related to the strategic model of retirement management, each of which has its own weight.
