ارائه الگوی مدیریت راهبردی حمل و نقل جمهوری اسلامی ایران

ابعاد موضوع حمل‌ونقل به تدریج به مدیران راهبردی، اثبات شده و امروز یکی از مهمترین دغدغه‌های ایشان نگاه جامع و همه جانبه به حمل‌ونقل است. لزوم برنامه ریزی بلندمدت و آینده نگرانه بر اساس عناصر دخیل و کلان، لزوم توجه به حمل‌ونقل در سطوح عالی مدیریت، ضمن پرهیز از اتلاف سرمایه ها اهمیت نگاه فراگیر و جامع به آن را گوشزد می‌نماید (بویژه درفرصت 9ساله از چشم انداز و 2ساله از دهه پیشرفت و عدالت).در تحقیق حاضر ابتدا مسایل حمل ونقل شناسایی شده و سپس به سوال چیستی و چرایی حمل‌ونقل، شناسایی مولفه‌های آن، رابطه آنها ازطریق تحلیل محتوی ومرور منابع معتبر و کلان نگر، پاسخ داده می‌شود. شناسایی مسایل با تحقیق کیفی و بهره گیری از نظر خبرگان حمل‌ونقل به روش گلوله برفی در ابعاد راهبردی انجام شد. در این بخش به سوالها راجع به تفکیک و تحلیل نظام حمل‌ونقل نیز پاسخ گفته می‌شود. پس از بررسی و تحلیل نظرات جمع آوری شده مزبور الگوی حمل‌ونقل، بر گرفته از اعمال نظرات متخصصان روی الگوی مستخرج از منابع موجود متاخر نهایی شده و ارزیابی و اعتبارسنجی می‌گردد.براین اساس اولویت مسایل حمل‌ونقل مشخص شده و تشکیل آن از سه عنصر جابجاشونده، جابجاکننده و شبکه جابجایی تایید می‌گردد. این مولفه ها و ارتباط آنها در مدیریت راهبردی باید برای برنامه ریزی، عرصه سازی، اجرا وارزیابی مورد مداقه قرارگیرند و درکنار هم دیده شوند. بر این اساس الگوی هرمی حمل‌ونقل برای اولین بار با قابلیت تعمیم به سطح لجستیک، مطرح و ارائه شده است.

Presenting a strategic transport management model of the Islamic republic of iran

Due to the dimensions of the issue of transportation has gradually proven strategic managers and today is one of the comprehensive look at their concern is transportation. With qualitative research and using the snowball method of transportation experts in strategic dimensions, responded to questions about the separation and analysis of the transportation system. After analyzing the views collected the transportation pattern, and assessment and accreditation is final.Accordingly, priority of transportation issues are determined and the three elements of migratory transportation, moving and relocation network is formed in the policymaking and strategic management approach to planning, field preparation, implementation and evaluation of all three elements together and be the contemplated to be seen. The pyramidal pattern to the first with the ability to extend the surface transportation logistics, discussed and presented.
