بررسی تاثیرات بیماری کرونا بر نیروی هوایی ارتش جمهوری اسلامی ایران با رویکرد گراف Rتاپسیس

سازمان‌های دفاعی نیاز به هوشمندی برای افزایش آمادگی و چابکی خود در مقابل تهدیدها و پیامدهای مختلف دارند، مخصوصاً در مواردی که یک اتفاق منجر به سلسله ‌ای از پیامدهای گوناگون می‌شود. یکی از این موارد هوشمندی، دانستن میزان تغییرات و متغیرهای مورد علاقه سازمان به دلیل رخداد حوادث گوناگون می‌باشد. در این موارد، آگاهی از این میزان تغییرات، برنامه‌ ریزی مناسبی را جهت کاهش آن در اختیار مدیران قرار می‌دهد. روش‌های مختلفی برای تحلیل سناریو در ادبیات موضوع موجود می‌باشد که دارای نقاط ضعف و قوت خود می‌باشند. در این پژوهش، یک چارچوب تحلیل سناریو بر مبنای روش علّی گراف r  و روش تاپسیس برای بررسی تاثیرات بیماری کرونا بر نیروی هوایی ارتش جمهوری اسلامی ایران (نهاجا) ارائه می‌ گردد. نتایج بدست آمده نشان می‌ دهد به دلیل رخداد کرونا، بیشترین اهمیت در بین متغیرها مرتبط با عامل اختلال در آموزش ‌های مهارت ‌محور می‌باشد و کمترین اهمیت متعلق به متغیر هزینه‌ ی کل می‌باشد. بر پایه این نتایج بدست آمده، مدیران راهبردی می‌توانند سیاست ‌های مناسب را جهت کاهش این پیامدها پایه‌ریزی کنند.

Evaluating the Coronavirus effects on the Air Force of the Islamic Republic of Iran with R.GraphTOPSIS methodology

Defense organizations need intelligence to increase their preparedness and agility in the face of various threats and consequences, especially in cases where an event leads to a series of different consequences. One of these intelligent cases is knowing the amount of changes and variables of interest to the organization due to the occurrence of various events. In these cases, awareness of these changes provides managers with appropriate planning to reduce them. There are various methods for scenario analysis and causal chain analysis in the literature that have their strengths and weaknesses. In this study, a scenario analysis framework based on the  R.Graph  and TOPSIS methods was presented to investigate the effects of Coronavirus on the Air Force  Army of the Islamic Republic of Iran (NAHAJA). The results show that due to the Coronavirus the most important among the variables is related to the factor of disruption in skillbased training and the least importance belongs to the total cost variable. Based on these results, decisionmakers can establish appropriate policies to reduce these consequences.
