ارایه چارچوب تحلیل موضوعات ژئوپلتیک دفاعی مبتنی بر آینده‌نگاری راهبردی

هدف از این مطالعه ارایه چارچوبی آینده‌پژوهانه برای تحلیل موضوعات ژئوپلیتیک دفاعی می‌باشد. ژئوپلیتیک یا سیاست جغرافیایی ناظر بر اثر محیط و اشکال یا پدیده‌های محیطی نظیر موقعیت جغرافیایی، شکل زمین، منابع کمیاب، امکانات ارتباطی و انتقالی (زمینی، دریایی و هوایی)، وسایل ارتباط‌‌جمعی در تصمیم‌گیری‌های سیاسی، به‌ویژه در سطوح گسترده منطقه‌ای و جهانی می‌باشد. در پژوهش حاضر پس از بررسی ادبیات نظری ژئوپلیتیک و آینده‌‌نگاری راهبردی و بررسی تطبیقی عوامل ژئوپلیتیک، چارچوبی برای تحلیل موضوعات ژئوپلیتیک دفاعی مبتنی بر آینده‌نگاری راهبردی ارایه می‌گردد. پژوهش حاضر به لحاظ هدف در زمره پژوهش‌های کاربردی و از نوع توصیفی پیمایشی است که در آن از روش ترکیبی استفاده‌ شده است. روش گردآوری داده؛ مصاحبه، بررسی و تحلیل اسناد و مدارک و مقالات مرتبط و استفاده از پرسش‌نامه است. همچنین چارچوب نهایی و توالی گام‌های فرآیند با استفاده از تکنیک مدل‌سازی ساختاری تفسیری استخراج گردیده است. نتایج نشان می‌دهند که چارچوب مذکور از پنج سطح تشکیل شده است و دارای گام‌هایی نظیر؛ تحلیل کنشگران حال و آینده منطقه‌ای و فرامنطقه‌ای موثر بر ژئوپلیتیک دفاعی، وضعیت‌های اقتصادی، سیاسی، نظامی، اجتماعی و فرهنگی، کشف و شناخت وضعیت مطلوب ژئوپلتیک دفاعی، شناخت و طرح‌ریزی ژئوراهبردها و موقعیت‌های راهبردی، ارزیابی مستمر موضوعات ژئوپلتیک و همسویی اقدام‌ها و راهبردها با اهداف و علایق ژئوپلتیک می‌باشد.

Provide a framework for analyzing defense geopolitical issues Based on strategic foresight

The purpose of this study is to provide a Foresighting framework for analyzing defense geopolitical issues. Geopolitics due to the environment and environmental forms or phenomena such as geographical location, land shape, scarce resources, communication and critical facilities (land, sea and air), the relationship between tools in political decisionmaking, especially at a continuous and global level there is. In the present study, after reviewing the theoretical literature of geopolitics and strategic Foresighting and comparative study of geopolitical factors, a framework for analyzing defense geopolitical issues based on strategic Foresighting is presented. In terms of purpose, the present study is an applied research and descriptivesurvey type in which the combined method has been used. The method of data collection is reviewing and analyzing documents and related articles and using a questionnaire. Also, the final framework and sequence of process steps have been extracted using interpretive structural modeling(ISM) technique. The results show that the framework consists of five levels and has steps such as; Analysis of current and future regional and transregional actors affecting defense geopolitics, economic, political, military, social and cultural situations, discovering and recognizing the desired state of defense geopolitics, recognizing and planning geostrategies and strategic situations, continuous evaluation of geopolitical issues and strategies Geopolitical goals and interests.
