طراحی مدل بومی آینده‌نگاری در ستاد فرماندهی ارتش جمهوری اسلامی ایران

یکی از الزامات توسعه و پیشرفت در هر زمینه ‌ای داشتن بینش نسبت به محیط، تصمیم ‌گیری به‌ موقع و داشتن برنامه‌ ای هدفمند و جامع است و این امر میسر نمی‌ شود مگر این که آینده‌ پژوهی به‌ صورت صحیح و موفق انجام گیرد. مطالعه سند چشم ‌انداز ارتش جمهوری اسلامی ایران در افق 20 ساله نشان می‌ دهد که ارتش با هویت ماموریت‌ محور خود نیازمند توسعه در آینده می ‌باشد و در این میان ستاد فرماندهی ارتش به‌ عنوان مغز متفکر بدنه آجا نقش مهمی در جهت‌ دهی حرکت ‌های آینده ‌نگر مجموعه آجا دارد. این تحقیق که مستخرجه از یک طرح پژوهشی سطح یک در آجا می‌ باشد با هدف ارائه مدل بومی آینده ‌نگاری در ستاد فرماندهی ارتش جمهوری اسلامی ایران تدوین گردیده است. لیکن از نظر نوع هدف کاربردی و روش اجرا توصیفی از نوع اکتشافی می ‌باشد. محقق ابتدا با مرور ادبیات و اسناد و مدارک به مطالعه تطبیقی در مورد مدل ‌های مختلف آینده ‌نگاری در سازمان ‌های نظامی و غیرنظامی پرداخته و از نتایج حاصل، ابعاد و مولفه ‌های مدل ‌های آینده‌ نگاری احصاء گردید. در مرحله بعد، از شاخص‌ های مختلف برای نیکویی برازش کلی مدل استفاده گردید. جامعه آماری تحقیق شامل کلیه فرماندهان و مدیران ارشد ستاد آجا می‌باشد که در مشاغل مرتبط با موضوع آینده‌ نگاری مشغول به کار می‌ باشند. نتایج تحقیق نشان داد که مدل بومی آینده‌ ‌نگاری در ستاد فرماندهی ارتش در چهار لایه (نتایج، فرآیندها، شبکه‌ سازی و سیاست ‌گذاری) و دارای چهار بُعد (اهداف، مشارکت، روش‌ ها و نتایج) و نُه مولفه اصلی می‌ باشد.

Designing a native model of futurism in the headquarters of the Army of the Islamic Republic of Iran

One of the requirements for development and progress in any field is to have insight into the environment, making decisions in a timely manner and having a purposeful and comprehensive plan is not possible unless future research is done correctly and successfully. A study of the vision document of the A.I. Iran in the 20year horizon shows that the army with its missionoriented identity needs development in the future. Meanwhile, the Army Command Headquarters, as the mastermind of the A.I. Iran, has an important role to play in directing the future movements of the A.I. Iran. This research, which is extracted from a level one research project, has been compiled with the aim of presenting an Indigenous model of futurism research at the headquarters of the A.I. Iran. However, in terms of the purpose of the application and the method of implementation, it is descriptive and exploratory. The researcher first reviews the literature and documents and comparative study of different models of futurism studies in military and civilian organizations and from the results, the dimensions and components of Futuristic models were counted. In the next step, different indicators were used for the good fit of the model. The statistical population of the study includes all commanders and senior managers of Army headquarters who are working in jobs related to the subject of foresight. The results showed that the indigenous model of foresight in the army headquarters is in four layers (results, processes, networking and policymaking) and has four dimensions (goals, participation, methods and results) and not the main component.
