سناریوهای پیش‌روی بانک‌ها و نهاد‌های مالی وابسته به نیروهای مسلح جمهوری اسلامی ایران در مواجهه با تحریم‌های نظام بانکی

اعمال تحریم های گسترده علیه ج.ا ایران، بانک‌ها و نهادهای مالی وابسته به نیروهای مسلح را با چالش‌های جدی مواجه کرده است. بنابراین پاسخ بانک‌های وابسته نظامی در برابر این چالش‌ها دارای اهمیت بسزایی است. بنابراین در این پژوهش، نخست روندهای حاکم بر این بانک‌ها در عرصه های مختلف از طریق مطالعات کتابخانه‌ای و مصاحبه با خبرگان استخراج، سپس با برگزاری پنل خبرگان، 9 پیشران اصلی مشکلات و معضلات بانک‌های وابسته نظامی در دوران تحریم شناسایی شد. در مرحله بعد، پس از برگزاری دلفی در دو مرحله پی‌درپی، دو عدم قطعیت اصلی مسائل بانک‌های وابسته نظامی در پساتحریم شامل: 1) هزینه مبادلات مالی و مشکلات تکنولوژیکی؛ و 2) مشکلات ساختاری، استخراج شد. از ترکیب این دو پیشران با عدم قطعیت بالا، چهار سناریو بدست آمده است. این چهار سناریو عبارت‌اند از: الف) رفع بحران؛ ب) چالش نظام بانکی؛ ج) بحران بانکی؛ د) تعویق بحران. درمجموع با بررسی چهار سناریوی محتمل می توان عنوان کرد؛ بانک‌های وابسته نظامی دارای مشکلات ساختاری ازجمله عدم رعایت استانداردهای بین المللی، عدم تنوع ابزارهای مالی، و غیره می باشند. بنابراین جهت حل مشکلات اساسی بانک‌های مذکور، توجه به الزامات سیاست‌های کلی اقتصاد مقاومتی و سیاست‌های کلی برنامه ششم که بر مولفه های ساختاری نظام بانکی تاکید می کند ضروری است. در نتیجه در این تحقیق مدل مفهومی بر اساس این سیاست‌های کلی برای اصلاح وضعیت بانک‌های وابسته نظامی در پساتحریم طراحی شد.

Scenarios for banks and financial institutions affiliated to the armed forces of the Islamic Republic of Iran In the face of sanctions on the banking system

Establishing extensive sanctions against the Islamic Republic of Iran has put financial institutions and banks affiliated with the armed forces with serious challenges as one of the main pillars of the banking system and economic development of the country. The response of the banking system and the affiliated banks to these challenges is very important. As a result, recognizing these challenges and the importance of identifying challenges and finding a model for managing and confronting sanctions is one of the main questions of this research. Currently, due to the departure of the United States from Joint Comprehensive Plan of Action, the ambitious future and future of the European countries in this study are trying to highlight the status of financial institutions and banks affiliated with the armed forces of the Islamic Republic of Iran in the scenarios for reducing sanctions or intensifying sanctions. And a conceptual model for improving the status of military banks in a boycott. The expected objectives of this study are to identify the challenges of banks and financial institutions dependent on the armed forces in the scenarios for reducing or increasing sanctions, and solutions to these challenges, the questions that this research is responding to include: 1. What are the challenges that international sanctions relate to banks and financial institutions dependent on the armed forces? 2. How can the existing sanctions conditions be managed in banks and financial institutions dependent on the armed forces?
