   مهم‌ترین علل تخریب خاک‌های کشاورزی پیرامون شهر همدان

چکیده    خاک حاصلخیز همانند آب به عنوان اساسی‌ترین عنصر حیات بشری، موهبتی است الهی که به رسم امانت به دست انسان سپرده شده است، ولی متاسفانه، در اثر بی‌توجهی دچار آسیب جدی گردیده است. در این بررسی سعی شده تا وضعیت خاک اراضی زراعی پیرامون شهر همدان و عوامل موثر در نابودی آن، در طی60 سال اخیر بررسی شود. به این منظور، ابتدا با استفاده از عکس‌های هوایی 1334 و تصاویر ما‌هواره‌ای جدید، وسعت خاک حاصلخیزی که طی شش دهه اخیر نابود شده است برآورد گردید و سپس قوانین، الحاقیه‌ها، آئین‌نامه‌ها و دستورالعمل‌ها وابسته به تغییر کاربری اراضی مورد مطالعه قرار گرفت. نتایج نشان داد که در طی شصت سال اخیر بیش از 4000 هکتار از بهترین اراضی ‌زراعی از بین رفته است که عواملی چون قوانین متعدد و مبهم و نامناسب بودن روند تصویب طرحها و نقشه‌های جامع شهری در بروز این پدیده موثر بوده است. لذا پیشنهاد می‌شود که در کوتاه مدت، نماینده جهادکشاورزی در ‌کمیسون‌ ماده 5 و سایر کمیسیون‌ها، حق وتو داشته باشد و برای دراز مدت، تمامی کمیسیون‌ها و رویه های فعلی که طرحهای تغییر کاربری را تهیه و تصویب می کند، منحل شود و یک کمیسیون تخصصی از کارشناسان برجسته ی علوم کشاورزی و شهرسازی توسط دانشگاه‌ها و مراکز پژوهشی، انتخاب شود. این کمیسیون ضمن بررسی کلیه قوانین موجود، بایستی یک قانون جامع و عاری از اشکالات را تهیه نماید و همچنین نظارت بر حفظ کاربری اراضی زراعی و صدور مجوز برای هرگونه تغییر کاربری ضروری را عهده‌دار گردد.

   Urgent Causes of Agricultural Land Degradation around the City of Hamadan

Abstract    Fertile soil, like water as the most basic element of human life, is a one of God’s blessings entrusted to man that has been unfortunately left to neglect and degradation. Efforts are made in this study to investigate soil properties in the arable land around the City of Hamadan in order to identify the factors involved in its degradation over the past 60 years. To this end, the extent of fertile soil degradation during this period was initially estimated using aerial photos taken in 1955 and satellite images recently taken. A review was then conducted of the rules, regulations, and codes, and the pertinent amendments on land use change. It was found that more than 4000 hectares of the best agricultural lands have been devastated due to land use change over the past sixty years at least partly as the result of numerous ambiguous laws and regulations that allowed inappropriate approval of comprehensive urban plans. It is, therefore, suggested that a veto right should be given, as a shortterm measure, to the representative(s) of the Agricultural Jihad Ministry on the Article 5 Commission and other similar commissions, and that all such commissions must be discontinued and replaced with a professional commission of agricultural and urban development experts, as a longterm term measure. The commission shall not only be mandated to review all the existing laws but must also draft and submit to regulatory bodies a comprehensive faultfree law that safeguards arable lands. The commission shall also be in charge of issuing permits for any necessary changes in land use.
