شناسایی و تحلیل عناصر موثر بر توسعه شهر خلاق در کلان‌شهرهای ایران(مطالعه موردی: کلان‌شهر تبریز)

امروزه زیرساخت های موجود در شهرها و مخصوصاً کلان‌شهرها باید بتواند بسترهای جذابی برای جذب و پرورش استعدادها، نوآوری‌ها و ایده های شهروندان باشد. اهمیت شکل گیری شهرهای خلاق بدین جهت است که در دنیای رقابتی امروز، شهرهای بزرگ به عنوان محیط های تولید کنندۀ ثروت و نوآوری محسوب می شوند. کلان شهر تبریز هم به عنوان یکی از شهرهای تاریخی ایران همواره منشا تولید ثروت و فناوری بوده است. هدف پژوهش حاضر، بررسی نقش مولفه های موثر بر تحقق شهرهای خلاق در کلان‌شهر تبریز است. نوع تحقیق، کاربردی و روش آن توصیفی تحلیلی است. تحلیل داده ها با استفاده از آزمون های آماری پیرسون و رگرسیون چندمتغیره و همچنین برای اولویت بندی مناطق شهری از نظر شاخص های شهر خلاق از مدل های anp و تاپسیس استفاده شده است. جامعه آماری پژوهش، مناطق ده گانه تبریز و جمعیت ساکن در آن ها است. شاخص های تحقیق شامل 10 معیار با 16 زیرمعیار است. نتایج آزمون های آماری نشان داد که تمامی مولفه های شهر خلاق با میزان خلاقیت مناطق شهری تبریز همبستگی مثبت و معنادار در سطح 000/0 وجود دارد. نتایج آزمون پیرسون نشان داد که دو متغیر زیرساخت های خلاقیت و طبقه خلاق با 583/0 و 557/0 دارای بیشترین سطح معناداری با تحقق شهر خلاق بودند. نتایج حاصل از مدل anp نشان داد که دو معیار ، شامل زیرساخت های خلاقیت و طبقه خلاق به ترتیب با امتیاز 398/0 و 269/0 از اهمیت بالاتری برخوردار هستند. بررسی وضعیت مناطق مختلف شهر از نظر شاخص های شهر خلاق نیز نشان داد که مناطق 1 و 2 به دلیل تمرکز زیرساخت های خلاق و طبقه خلاق مانند استادان، دانشجویان، نخبگان و پزشکان، از نظر شاخص های شهر خلاق شرایط مناسب تری دارند. در نتیجه، راهکارهایی مانند توسعه مراکز جذب نخبگان، حفظ طبقه خلاق و سرمایه گذاری متعادل در تمامی مناطق در راستای توسعه شهر تبریز بر پایۀ شاخص های شهر خلاق قابل توجه هستند.

Identification and Analysis of Elements Affecting the Development of Creative Cities in Iranian Metropolises (Case Study: Tabriz Metropolis)

Today, the existing infrastructure in cities, especially metropolises, should be attractive platforms for attracting and cultivating the talents, innovations and ideas of citizens. The importance of creative cities in today’s competitive world is linked to big cities that are centers of wealth and innovation. The metropolis of Tabriz, as one of the historical cities of Iran, has always been a source of wealth and technology. The purpose of the present study is to investigate the role of effective components on the realization of creative cities in Tabriz. The type of research is applied and its method is descriptiveanalytical. Pearson and multivariate regression tests were used to analyze the data and ANP and TOPSIS models were used to prioritize urban areas based on creative city indicators. The statistical population of the study is the ten regions of Tabriz and their population. The research indicators include 10 criteria with 16 subcriteria. The results of statistical tests showed that there is a positive and significant correlation between all components of the creative city and the level of creativity in the urban areas of Tabriz at the level of 0.000. The results of Pearson test showed that the two variables of creativity infrastructure and creative class with 0.587 and 0.557 had the highest level of significance with the realization of the creative city. The results of ANP model showed that the two criteria of creativity infrastructure and creative class are of higher importance with a score of 0.398 and 0.269, respectively. Districts 1 and 2 have better conditions due to the concentration of creative infrastructure and creative class such as professors, students, elites and doctors. As a result, some solutions such as the development of elite recruitment centers, maintaining the creative class, balanced investment in all areas in order to develop the city of Tabriz based on the indicators of the creative city are significant.
