نقش سیاست گذاری های دولت در تقویت پیوندهای شهری – روستایی و تاثیر آن بر تحولات ساختاری کارکردی مساکن روستایی شهرستان مریوان

در مطالعات جغرافیایی بر مبنای نگرش سیستمی، هر ناحیه جغرافیایی بمنزله سیستم باز تلقی می‌شود که روستاها و شهرها به عنوان دو جزء اصلی نظام سکونتگاهی دارای ساختار و کارکردهایی هستند که به واسطه اثر متقابل محیط طبیعی و گروه های انسانی تکوین می یابند. این ساختار و کارکردها در شهرستان مریوان به دلیل دخالت و سیاست‌گذاری های دولت که در قالب برنامه‌های عمران روستایی و بازسازی پس از جنگ تحمیلی(گسترش شبکه‌های ارتباطی)، ایجاد امنیت و تقویت بنیان‌های اقتصادی(گشایش بازارچه‌های مرزی غیر رسمی) انجام گرفت، دستخوش تغییرات زیادی قرار گرفته است. این مقاله با هدف بررسی تاثیر سیاست گذاری های مذکور در تحولات ساختی‌– کارکردی مسکن روستایی انجام گرفت. روش انجام پژوهش از حیث هدف از نوع کاربردی و از حیث ماهیت توصیفی‌– تحلیلی و از لحاظ روش‌شناسی متکی بر رویکرد اثبات‌گرایی است. جامعه آماری آن را خانوارهای ساکن در 121 روستای بالای 20 خانوار (سرشماری 1395) شهرستان مریوان تشکیل می دهد. تعیین حجم نمونه با استفاده از فرمول کوکران در دو مرحله صورت گرفت. نخست 52 روستا به روش نمونه گیری خوشه ای و متناسب با سهم حوزه های غربی و شرقی شهرستان به ترتیب 27 و 24 آبادی انتخاب شد. سپس از کل 6305 خانوار ساکن ، 307 خانوار تعیین و به روش نمونه گیری تصادفی ساده انتخاب شد. مقایسه نتایج داده ها نشان داد که مسکن حوزه های غربی، هم به لحاظ ساختاری و هم کارکردی دچار تغییرات بیشتر شده‌اند. به طوری که طبق آزمون t میانگین تفاوت تغییرات مربوط به الگوی ساخت و فرم (64/4 واحد) عناصر زیستی(99/8 واحد) و معیشتی (69/20 واحد) مسکن روستایی در حوزه غربی بیشتر از حوزه شرقی شهرستان است.

The Role of Government Policies in Strengthening UrbanRural Links and its Impact on StructuralFunctional Developments in Rural Housing in Marivan Township

In geographical studies based on systemic approach, each area is considered as an open system in which villages and cities are the two main components of the residential system. Villages and cities have structures and functions that evolve through the interaction of the natural environment and human groups. These structures and functions in Marivan Township have undergone many changes due to government intervention and policies. Government interventions have taken the form of rural development and postwar reconstruction programs (expansion of communication networks), security, and the strengthening of economic foundations (opening of informal border markets). The aim of the present paper was to investigate the impact of the mentioned policies on the structuralfunctional changes of rural housing. The present study is applied in terms of purpose, descriptiveanalytical in nature, and methodologically based on the positivist approach. The statistical population includes households living in 121 villages with more than 20 households (2016 census) in Marivan Township. The sample size was determined using Cochran’s formula in two steps. First, 52 villages were selected by cluster sampling method in proportion to the share of the western and eastern areas of the township, 27 and 24 villages, respectively. Then, out of a total of 6305 households, 307 were selected by simple random sampling. The results showed that the housing in the western areas has undergone more structural and functional changes. According to the ttest, the average difference in changes related to the pattern of construction and form (4.64 units), biological elements (8.99 units) and livelihood (20.69 units) of rural housing in the western area is greater than the eastern part of the township.
