کاربرد سیستم‌های اطلاعات جغرافیایی در مدیریت بهینه سازمان‌های پهنه‌گستر (نمونه: دانشگاه پیام‌نور)

امروزه دانشگاه پیام نور بیش از 500 مرکز و واحد آموزشی دارد. اقتضای مدیریت منطقی این دانشگاه ایجاب می کند که در سطوح مختلف آن از فناوری های نوین مدیریتی استفاده شود. تعداد نسبتاً زیاد مراکز، دانشجویان و استفاده کنندگان از خدمات آموزشی دانشگاه پیام نور، حجم بسیار وسیعی از داده ها و اطلاعات گوناگون را پدید آورده که به نظر می رسد اداره و سازماندهی این حجم از داده ها در توان فرد یا افرادی خاص، اگرچه مدیرانی بسیار قوی هم باشند، نیست. در اغلب موارد مدیران و مسئولان، آمار و اطلاعاتی آماده و دقیق از وضعیت های مختلف مراکز تحت مدیریت خود ندارند. این مسئله می تواند به عدم شناخت کافی و تصمیم گیری های بعضاً نادرست در اداره دانشگاه بیانجامد. از سوی دیگر، گاه حجم اطلاعات و داده ها به حدی فراوان است که بسیاری از دست اندرکاران احساس گم شدگی در میان انبوهی از اطلاعات به ظاهر نامرتبط با یک دیگر می‌‌کنند. ایجاد بانکی اطلاعاتی جامع شامل تمامی داده ها، آمار، ارقام و اطلاعات گوناگون مربوط به مراکز و واحدها می تواند به مدیریت و سازماندهی آنها کمک نماید. پژوهش حاضر برمبنای داده های سیستم جامع گلستان دانشگاه پیام نور طی سال های 1393 تا 1396 انجام گرفته است. در این پژوهش پیش از آزمون هر گونه فرضیه یا بررسی روابط بین متغیرها، تاکید بر ایجاد پایگاه داده ای جامع برای دانشگاه پیام نور است که در محیط سیستم های اطلاعات جغرافیایی قابل استفاده باشد. براساس این پایگاه داده و با توجه به نیازهای متفاوت پژوهشی یا اداریاجرایی می توان تجزیه و تحلیل های متنوعی از داده های این پایگاه به عمل آورد. نتیجه این پژوهش به شکل بانک اطلاعاتی جامعی در محیط سیستم های اطلاعات جغرافیایی در آمده که به مثابه ابزاری قدرتمند می تواند راهکارهایی مناسب و مفید در اختیار مدیران قرار دهد تا با تکیه بر آن بتوانند تصمیمات درست و موثر اتخاذ کنند. بنابراین، بکارگیری نتایج این پژوهش می تواند منجر به مدیریت هرچه بهتر در سطح سازمان مرکزی، استان ها و مراکز و واحدهای پیام نور شود.

Application of Geographic Information Systems in optimal management of spatially expanded organizations (Example: Payame Noor University)

At the present, PayameNoor University (PNU) has more than 500 educational centers and units around the country. The need for rational management of this university requires that new management technologies be used at different levels. The relatively large number of centers, students and users of educational services at PayameNoor University has created a huge amount of data and information. It seems that managing and organizing this amount of data is not in the power of a particular person or persons, even if they are very strong managers. In most cases, managers and officials do not have accurate statistics and information on the various situations of the centers under their management. This can lead to insufficient knowledge and sometimes incorrect decisions in university administration. On the other hand, sometimes the amount of information and data is so large that many people feel lost in the seemingly unrelated mass of information. Creating a comprehensive database containing all the data, statistics, figures and various information related to the centers and units can help manage and organize them. The present study is based on the data of Golestan Comprehensive System of PayameNoor University from 2014 to 2017. In this study, before testing any hypothesis or examining the relationships between variables, the emphasis is on creating a comprehensive database for PayameNoor University that can be used in the environment of geographic information systems. Based on this database and according to different research or administrativeexecutive needs, various analyzes of this database can be performed. The results of this study are in the form of a comprehensive database in the environment of geographic information systems, which as a powerful tool can provide managers with appropriate and useful solutions. Managers can make the right and effective decisions based on it. Therefore, using the results of this research can lead to better management at the level of central organization, provinces and centers and units of the PNU.
