چکیده
|
محمدعلی فروغی به‌عنوان یکی از بازیگران کلیدی عرصه سیاست خارجی ایران در برهه‌هایی حساس، مسئولیت‌هایی مهم را برعهده داشته و عملکرد سیاسی وی از زوایای گوناگون قابل بررسی است. در پژوهش حاضر، در صدد پاسخ به این سوال هستیم که نقش این سیاستمدار ایرانی در شکل‌گیری چندجانبه‌گرایی در سیاست خارجی ایران چه بوده است؟ نویسنده با استفاده از روش تبارشناسی که پدیده ها را در تطور تاریخی‌شان تحلیل می‌کند، به این نتیجه رسیده که گفتمان‌ها و شرایط امکانی در دوره های مختلف حضور فروغی در عرصه سیاسی، ظهور و بروز چندجانبه‌گرایی را تحت تاثیر قرار داده است. گفتمان بی طرفی، همکاری‌های دوجانبه و چندجانبه‌گرایی در گسست‌های زمانی اواخر قاجار و دوره پهلوی مورد بررسی قرار گرفته و نقش فروغی در تکوین چندجانبه‌گرایی در هر یک از این گفتمان‌ها و گسست‌ها ارزیابی شده است. همچنین ریشه‌های چندجانبه‌گرایی در اندیشه وی بر اساس مقالات، مکاتبات و سخنرانی‌های او مورد واکاوی قرار گرفته است. نویسنده سرانجام به این نتیجه رسیده که وقوع برخی رویدادها که از منطق تصادف پیروی می‌کنند و نه منطق خطی تاریخی؛ مانند جنگ جهانی اول و دوم در کنار بستر فکری همکاری و صلح در اندیشه فروغی، او را به کاربست این سیاست رهنمون کرده است. لذا اگر فروغی نقش معمار چندجانبه‌گرایی را هم دارا نباشد، یکی از مهم‌ترین نقش‌ها را در تکوین این رویکرد در سیاست خارجی ایران ایفاء کرده است.

the role of mohammad ali foroughi in the development of multilateralism of iran’s foreign policy from the perspective of genealogy

Abstract
|
mohammad ali foroughi, as one of the key players in iran’s foreign policy field, has held important responsibilities, and his political performance can be examined from various angles. the present research is trying to answer the question, what was the role of this iranian politician in the formation of multilateralism in iran’s foreign policy? using the genealogy method, which analyzes the phenomena in their historical development, the author concluded that the discourses and possible conditions in the different periods of foroughi’s presence in the political arena have influenced the emergence of multilateralism. the discourse of neutrality, bilateral cooperation, and multilateralism in the time breaks of the late qajar, the first pahlavi, and the second pahlavi periods have been examined, and foroughi’s role in the development of multilateralism in each of these discourses and breaks has been evaluated. also, the roots of multilateralism in foroughi’s thought have been analyzed based on his articles, correspondence, and speeches. the author finally concluded that the occurrence of some events that follow the logic of coincidence and not the linear historical logic, like world war i and ii, along with the intellectual foundation of cooperation and peace in foroughi’s thought, has guided him to apply this policy. therefore, if foroughi does not have the role of the architect of multilateralism, he has played one of the most important roles in the development of this approach in iran’s foreign policy.
