زمینه تاریخی و منطق راهبردی توسعه طلبی روسیه تزاری در قفقاز (سالهای 1800-1550م.)

چکیده
|
در سالهای آغاز سده نوزدهم میلادی، زمانیکه پایههای دولت قاجار در ایران هنوز قوام نگرفته بود، روسیه تزاری تحت فرمان الکساندر یکم، گرجستان را به طور رسمی، تحتالحمایه و بخشی از امپراتوری خود اعلام کرد. چندی بعد، با اشغال گنجه و قتلعام اهالی از جمله خان حاکم و اطرافیان او، به فرمان ژنرال سیسیانف، جنگهای ایران و روسیه بر سر قفقاز آغاز شد؛ جنگهایی که در نهایت به شکست ارتش قاجار، تحمیل عهدنامههای گلستان و ترکمنچای به ایران و انضمام بخشهایی از قلمرو تاریخی ایران به امپراتوری روسیه انجامید. این رخدادها با اینکه از چشم ایرانیان آن روزگار، ناگهانی و بُهتآور به نظر میرسید، نتیجه روندی با سابقه چندین قرن از توسعهطلبی روسیه تزاری بود. بر همین اساس، در این مقاله کوشش شده است تا زمینه تاریخی توسعه قلمرو امپراتوری تزاری در قفقاز، روند این توسعه و منطق راهبردی آن با رویکردی تحلیلی بررسی شود. نتیجه این بررسی نشان میدهد که پیشروی روسها در قفقاز، بیش از آنکه در چارچوب راهبردی معین و مبتنی بر برنامهریزی انجام یافته باشد، از منطق تاریخی توسعه امپراتوری تزاری پیروی میکرد. در عین حال، جذابیتهای ویژه قفقاز و خلا قدرتی که بتواند در برابر این توسعهطلبی بایستد، راه تسلط کمابیش آسان روسیه را بر این حوزه هموار کرده بود.

Historical Context and the Strategic Logic of Tsarist Russian Expansionism in the Caucasus (15501800 A.D)

Abstract
|
During the early years of the 19th century, when Qajars stood on shaky grounds in Iran, the Alexander I’s Tsarist Russia officially annexed Georgia and announced it as a part of the Russian Empire. Not long after the annexation, the Russians commanded by General Tsitsianov’s occupied Ganja and massacred its inhabitants including the ruling Khan and his entourage, an act which triggered the RussoIranian wars. This expansionist policy resulted in the final defeat of the Qajar army and the imposition of Gulistan and Turkmenchay Treaties and the loss of a portion of Iran’s historical territory to the Russian Empire. Although the entire development came as a shock to Iranians, however, it was the result of centuriesold expansionist policies pursued by Tsarist Russia. Accordingly, the article has attempted to analytically approach the historical context of the Russian expansion in the Caucasus and study the process and strategic logic of it. The findings suggest that Russian encroachment on the Caucasus was rather the result of relentless historical ambitions of Tsars than a defined and wellplanned framework of expansion. However, the fruitless efforts in the Caucasus, where no power cloud have stopped Russia, paved the way for her rather easy dominance over the region.
