میرزاعلی‌خان مقدم مراغه‌ای و کتابچه آداب دیپلماتیک در عصر قاجاریه

میرزا علی خان مقدم مراغه‌ای، از امرای دربار محمد شاه و ناصرالدین شاه، ملقب به حاجب‌الدوله، ضیاءالملک، صنیع‌الدوله و اعتمادالسلطنه، در طول حیات خود مشاغلی چون فراش‌باشی، حکومت خوزستان و لرستان، وزارت عدلیه و وزارت وظایف و اوقاف را بر عهده داشت. میرزا علی خان اگرچه به سبب مشارکت در قتل میرزا تقی خان امیرکبیر خوش نام نیست، اما اقدامات عمرانی وی چشمگیر بوده است. او دستی هم در تالیف داشت و آثاری همچون سفرنامه حج / مکه و کتابچه تشریفات از او بر جای مانده است. از آنجا که در باره تشریفات، آداب استقبال و نحوه پذیرایی از هیات‌های دیپلماتیک در منابع عصر قاجار اطلاعات و آگاهی‌های موجود اندک و پراکنده‌ است، کتابچه تشریفات از مآخذ سودمند در این باب به شمار می‌رود. در مقاله حاضر نخست به شرح حال وی و سپس کتابچه تشریفات پرداخته خواهد شد.

Mirza Ali Khan Mughaddam Maraghaiy and the booklet of Diplomatic Etiquette and Protocol in Qajar time

Mirza Ali Khan Mughaddam Maraghaiy was among the high ranking officials in the royal court of Mohammad Shah and Naser uldin Shah where he was also known by the titles of Hajib ul Dowleh, Zia’ul Molk, Sani’ul Dowleh and Etemad ul Saltaneh. In his lifetime, he served in Khoozestan and Lorestan States, Ministry of Justice and Ministry of Duties and Endowment.   Although in the history of Iran, he is notorious for assassinating Amir Kabir the Chief Minister to Naser uldin Shah, beside that heinous crime, he performed several construction programs. He was also a writer who wrote a number of books including “Travel Literature of Hajj, Mecca” and “Booklet of Protocol”. Since there is no compiled information about the protocol of receiving and hosting diplomatic corps in sources from Qajar period, therefore, this manuscript booklet of diplomatic protocol is known to be one of the useful sources of reference in this regard. The present paper first gives an account of his biography and later introduces the manuscript booklet of diplomatic protocol.
