چکیده
|
پس از کودتای 1299ش. دولتهای وقت به چند مساله توجه خاص داشتند: ترمیم روابط با شوروی، برقراری نظم و تمرکزگرایی و ایجاد توازن سیاسی با مداخله کشوری ثالث. در این میان، پیگیری قرارداد مودّت با دولت شوروی، تعقیب شورشیان فراری، سر و سامان دادن به سفارتخانهها، لغو قانون کاپیتولاسیون و گسترش روابط با دولت آمریکا، از مهمترین برنامههای دولت پیرنیا بود. دولت مشیرالدوله که حکیمالملک را در راس وزارت امور خارجه گمارده بود، در پیگیری امور پناهندگان سیاسی با دولت شوروی به طور نسبی توفیقیافت و در مسیر لغو قانون کاپیتولاسیون و برقراری نظم و انضباط گامهای موثری برداشت. اما در حل مشکلات مرزی و تجاری با شوروی فرصت نیافت و در ارتباط با دولت آمریکا برای ایجاد توازن و به طور خاص در مساله نفت توفیق چندانی به دست نیاورد.

Abstract
|
After the 1299 SH coup d'état a number of issues received special attention from the governments of the time: fixing relations with the Soviet Union, bringing about order and centralization, and brokering a thirdparty assisted political balance. In this regard, issues of utmost importance for the Pirnia Administration were: following up on a Pact of Amity with the Soviet Union, hunting down the rebelsat large, restoring order to the embassies, repeal of Capitulation and expanding relations with the United States. MoshiroDowleh Administration with Hakimolmolk as the Minster of Foreign Affairs gained relative success in addressing the political asylum seekers issue and took effective steps towards the repealing of Capitulation and bringing about discipline and order. However, itwas far from success in resolving border and trade issues with the Soviets and failed to achieve significant results regarding the expansion of relations the US as a counterweight to create balance in the oil dossier.
