تعیین اثرات بازدیدهای آتشنشانی مبتنی بر اجرای مقررات ملی حفاظت از ساختمانها در برابر حریق، بر افزایش سطح ایمنی در ساختمانهای شهر سبزوار

سابقه و هدف: عدم رعایت استانداردهای موجود می‌تواند خطر آتش‌سوزی در ساختمان‌ها را افزایش دهد. این مطالعه با هدف تعیین اثرات بازدیدهای آتش‌نشانی مبتنی بر اجرای مقررات ملی حفاظت از ساختمان‌ها در برابر حریق، بر افزایش سطح ایمنی در ساختمان‌های شهر سبزوار، انجام شد. مواد و روش‌‌ها: مطالعه حاضر از نوع کاربردی با رویکرد ترکیبی کیفی-کمی بود. جامعه آماری پژوهش حاضر کلیه پرونده‌های بازدید و عملیاتی آتش‌نشانی سه سال ابتدای پیاده‌سازی مبحث سوم مقررات ملی ساختمان (1392-1390) و سه سال منتهی به انجام پژوهش (1401-1399) در محدوده خدماتی شهر سبزوار بود. جمع‌آوری داده‌ها به‌صورت یک مرحله‌ای و تصادفی ساده با روش کتابخانه‌ای و تهیه چک‌لیست از پرونده‌های موجود انجام شد. پس از بررسی اسناد و مدارک موجود، فراوانی راهکارهای مقابله با حوادث و سطح ایمنی بررسی شد و ارتباط آن‌ها با استفاده از آزمون‌های t مستقل، anova و کای اسکوئر مورد بررسی قرار گرفت.یافته‌ها: بر اساس نتایج در سه سال ابتدایی پیاده‌سازی مبحث سوم مقررات ملی ساختمان نسبت حوادث آتش‌سوزی به‌کل حوادث میزان بالاتری نسبت به سه سال اخیر داشت و در سال 1400 این نسبت کمترین مقدار را داشته است. نسبت مصدومین آتش‌سوزی به مصدومین سایر حوادث در سال 1392 کمترین و در سال 1399 بیشترین بود. همچنین نسبت تعداد فوتی‌های آتش‌سوزی به کل فوتی‌های حوادث در سال 1400 کمترین و در سال 1391 بیشترین بود.نتیجه‌گیری: یافته‌های مطالعه تاکید می‌کند که بهبود در مقررات ایمنی آتش‌سوزی به کاهش حوادث مرتبط با آتش‌سوزی کمک کرده است. همچنین بررسی‌ها نشان داد که بعد از اصلاح مقررات حفاظت ساختمان‌ها در برابر حریق، تعداد ساختمان‌هایی که تاییدیه دریافت کردند به‌طور معناداری افزایش یافت.

determining the effects of fire department inspections based on the implementation of national fire protection regulations on increasing the level of safety in buildings in sabzevar

background and objective: non-compliance with existing safety standards can increase the risk of fire incidents in buildings. this study aimed to assess the impact of fire safety inspections, based on the enforcement of national building fire protection regulations, on improving safety levels in buildings in sabzevar, iran.materials and methods: this applied research adopted a mixed-methods (qualitative-quantitative) approach. the study population included all fire inspection and operational records from two distinct periods: the first three years following the implementation of the third chapter of iran’s national building regulations (2011-2013) and the three years preceding the study (2020-2022). data were collected through a single-stage simple random sampling method, using archival records and a structured checklist. after reviewing the documents, the frequency of fire incident mitigation strategies and safety levels was analyzed. statistical relationships were examined using independent t-tests, anova, and chi-square tests.results: the results indicated that the ratio of fire incidents to total incidents was higher in the initial three years of regulation implementation (2011-2013), compared to the recent three-year period (2020-2022), with the lowest ratio observed in 2021. the proportion of fire-related injuries to total injuries was lowest in 2013 and highest in 2020. similarly, the ratio of fire-related fatalities to total fatalities was lowest in 2021 and highest in 2012.conclusion: the findings underscore that the enhancements in fire safety regulations contributed to a reduction in fire-related incidents. additionally, post-regulation revisions, a significant increase was observed in the number of buildings receiving safety certifications.
