تحلیل چالش‌ها و نقش‏ سازمان‌های غیر‌دولتی در توسعۀ بوم‌گردی در مناطق روستایی

بوم‌گردی توجهی اساسی به پایداری دارد و منافع اقتصادی و اجتماعی فراوانی برای جوامع محلی به ارمغان می‏آورد. جلب مشارکت مردم محلی یکی از اصول بوم‌گردی است. سازمان‌های غیر‌دولتی نقش برجسته‌ای در توسعۀ بوم‌گردی مبتنی بر مشارکت جوامع محلی دارند و در بیشتر موارد، به علت حفاظت از تنوع‌ زیستی و محیط‌زیست یا توسعۀ پایدارِ زندگی مردم محلی، در موضوع بوم‌گردی تاثیر بسزایی می‌گذارند. در این پژوهش، با توجه به ضرورت توسعۀ بوم‌گردی و با به‌کارگیری روش نظریۀ زمینه‌ای، چالش‌ها و مشکلات پیش‌روی سازمان‌های غیر‌دولتی فعال در حوزۀ بوم‌گردی ایران بررسی شد. نمونۀ مطالعه‌شده دربردارندۀ 37 نفر از متخصصان بوم‌گردی و مدیران و کارشناسان سازمان‌های غیر‌دولتیِ فعال در حوزۀ بوم‌گردی، مدیران دولتی و اقامتگاه‌داران و ساکنان جامعۀ محلی است که با استفاده از راهبردهای نمونه‏گیری نظری، استقرای تحلیلی و حداکثر واریانس انتخاب شده‌اند. پرسش‏های مصاحبه‏های نیمه‏ساختاریافته پیرامون سوالات اساسی تحقیق تدوین شده و پاسخ‌های افراد تحلیل و در سه مرحله کد‌گذاری شده است. نتایج نشان داد که تعدد سازمان‌های متولی بوم‌گردی و نبود دیدگاه صحیح دربارۀ بوم‌گردی و سازمان‌های غیر‌دولتی، از کدهای فضای کلان موثر بر کارکرد این سازمان‌ها است. بر اساس یافته‏‎های تحقیق، پیشنهادهایی به‌منظور بهبود نقش‏آفرینی سازمان‏های غیردولتی ارائه شده است.

Analyzing the Challenges and Role of Non-governmental Organizations in the Development of Ecotourism in Rural Areas

Ecotourism has a fundamental focus on sustainability and brings many economic and social benefits to local communities. Facilitating the participation of local people is one of the principles of ecotourism. Nongovernmental organizations have a prominent role in ecotourism development. They promote local communities’ participation, and in most cases, play a crucial role in ecotourism development via conserving biodiversity and environment or the developing sustainable local livelihood. In this research, considering the necessity of ecotourism development and using the grounded theory method, the challenges and problems faced by active nongovernmental organizations in the field of ecotourism in Iran were investigated. The study sample consists of 37 experts of ecotourism, managers and experts of active nongovernmental organizations in the field of ecotourism, government managers, owners of lodges, and dwellers of the local community who were selected using strategies including theoretical sampling, analytical induction and maximum variance. The questions of the semistructured interviews were formulated around the main research questions and the answers of the interviewees were analyzed and coded in three stages. The results showed that the multiplicity of organizations in charge of ecotourism and the lack of correct views about ecotourism and nongovernmental organizations are among the macroenvironment codes affecting the functioning of these organizations. Based on the research findings, some suggestions have been made to improve the role of nongovernmental organizations.
