جنگ شناختی به عنوان یک عرصه جدید جنگ، راهبردها و راهکنش های آن

جنگ شناختی به یک حوزه جنگی حیاتی تبدیل شده است که نتیجه جنگ های مدرن را تعیین می کند. مفهوم جنگ شناختی هنوز همراه با مفاهیمی همانند جنگ روانی، جنگ اطلاعاتی، جنگ سایبری، اقدامات فعال و کنترل بازتابی مطرح شده و مبهم است. علاوه بر این، تفاوت های مفهومی اساسی جنگ شناختی بین ایالات متحده غرب و روسیه سردرگمی بیشتری را ایجاد کرده است. بنابراین، شفاف سازی برای تمایز مفهوم جنگ شناختی از سایر اصطلاحات مرتبط ضروری به نظر می رسد. در همین حال، تاکنون هیچ پیشنهاد مشخصی مبنی بر نحوه عملکرد راهبردی و راهکنشی جنگ شناختی وجود نداشته است. ادبیات و گزارش‌های قبلی نیز فقط اثرات و تکنیک‌های خاص عملیات شناختی را معرفی کردند. با این وجود، این که چگونه این اثرات و تکنیک ها از نظر راهبردی راهکنشی یکپارچه شده و به طور مشترک برای انجام یک عملیات نظامی شناختی منسجم به کار برده شوند، هنوز پیشنهاد نشده است.جوزف نای با تاکید بر اهمیت روایت ها برای مشغول کردن ذهن و قلب انسان ها، خاطرنشان می کند که «در جنگ امروز، این نیست که ارتش چه کسی پیروز شود، بلکه داستان چه کسی پیروز شود». این موضوع بارها در جنگ ها و درگیری های اخیر در افغانستان و عراق سوریه و جنگ روسیه و اوکراین در سال‌های 2014 و 2022 مشاهده شده است.اهمیت راهبردی به دست آوردن شناخت انسان با استفاده از عملیات نفوذ غیر جنبشی به طور مشابه در گزاره های جنگ نسل پنجم و پیشنهادات گراسیموف مورد تاکید قرار گرفته است. این مقاله سعی دارد با شناخت اهمیت جنگ شناختی به مفهوم جنگ شناختی بپردازد و اصول راهبردی و راهکنشی را برای عملیات و کاربرد عملی آن پیشنهاد نماید. بنابراین پیش بینی می شود که در جنگ های آینده، وزن جنگ شناختی بیشتر افزایش یابد.

cognitive warfare as a new field of war, its strategies and tactics

cognitive warfare has become a vital war domain that determines the outcome of modern wars. the concept of cognitive warfare is still vaguely presented along with concepts such as psychological warfare, information warfare, cyber warfare, active actions and reflexive control. in addition, the fundamental conceptual differences of cognitive warfare between the united states the west and russia have created further confusion. therefore, clarification seems necessary to distinguish the concept of cognitive warfare from other related terms. meanwhile, there has been no specific proposal so far on how cognitive warfare operates strategically and tactically. previous literature and reports have also only introduced specific effects and techniques of cognitive operations. however, how these effects and techniques can be integrated strategically tactically and jointly used to conduct a coherent cognitive military operation has not yet been proposed.emphasizing the importance of narratives in engaging the minds and hearts of people, joseph nye notes that “in today’s war, it is not whose army wins, but whose story wins.” this has been repeatedly observed in recent wars and conflicts in afghanistan and iraq syria and the russia ukraine war in 2014 and 2022. the strategic importance of gaining human knowledge using non kinetic infiltration operations has been similarly emphasized in the propositions of fifth generation warfare and gerasimov’s proposals. this article attempts to address the concept of cognitive warfare by recognizing the importance of cognitive warfare and proposing strategic and tactical principles for its operations and practical application.it is predicted that in future wars, the weight of cognitive warfare will increase further. we hope that this article will be a stepping stone to arouse interest in cognitive warfare and the development of its strategies and tactics.
