تحلیل موانع اجرای برنامه های مدیریت پروژه های مهندسی در نیروی دریایی راهبردی ارتش

مدیریت پروژه فرایندی است که شامل بکارگیری مهارت ها ، روش ها و ابزارهای مختلف برای برنامه ریزی ، سازماندهی و مدیریت پروژه های مختلف در چارچوب پارامترهای خاص می باشد.بر همین اساس در نیروی دریایی راهبردی ارتش بسیاری از اقدامات کلان در حوزه مهندسی و تاسیسات در قالب پروژه های مهندسی تعریف و بر اساس این رویکرد مدیریت میشود.هدف از انجام این تحقیق شناسایی و اولویت بندی موانع اجرای برنامه های مدیریت پروژه های مهندسی و تاسیسات در نداجا می باشد.این تحقیق از نظر هدف کاربردی و از نظر شیوه اجرا توصیفی است. به‌منظور جمع‌آوری اطلاعات در 2 مرحله اقدام شده است و در مرحله نخست با استفاده از مصاحبه موانع اجرای برنامه های مدیریت پروژه های مهندسی و تاسیسات در نداجا شناسایی و در گام بعد این عوامل اولویت بندی گردیده است. جامعه آماری هر دو مرحله این تحقیق خبرگان حوزه مهندسی و تاسیسات در نداجا می باشند. به منظور شناسایی موانع از تحلیل مضمون مصاحبه ها و به منظور اولویت بندی از روش تاپسیس استفاده شده است. نتایج تحقیق نشان داد که پنج بعد مالی،بعد تصمیم گیری،بعد زمینه ای،بعد لجستیکی وبعد انسانی در عدم تحقق برنامه های مدیریت پروژه مهندسی و تاسیسات در نداجا موثر میباشند.

analysis of obstacles to the implementation of engineering project management programs in the strategic navy

project management is a process that includes the use of different skills, methods and tools to plan, organize and manage different projects within the framework of specific parameters. accordingly, in the strategic navy of the army, many large-scale actions in the field of engineering and facilities in the format of engineering projects is defined and managed based on this approach. the purpose of this research is to identify and prioritize the obstacles to the implementation of engineering projects and facilities management programs in nedaja. . in order to collect information, two steps have been taken, and in the first step, using interviews, obstacles to the implementation of engineering projects and facilities management programs in nedaja have been identified, and in the next step, these factors have been prioritized. the statistical population of both stages of this research are experts in the field of engineering and facilities in nedaja.. in order to identify the obstacles, the content analysis of the interviews was used and in order to prioritize, the topsis method was used. the results of the research showed that five financial dimensions, decision-making dimension, contextual dimension, logistic dimension and human dimension are effective in the non-fulfillment of engineering and facilities project management plans in nedaja.
