تاثیر عوامل علمی، فناوری و دانشی بر تدوین راهبرد دفاعی جمهوری اسلامی ایران در حوزه دریای خزر

دریای خزر به عنوان بزرگترین دریاچه جهان و یکی از غنی‌ترین دریاچه‌ها از اهمیت بسزایی برای کشورهای حاشیه آن دارد. این اهمیت از ابعاد گوناگونی مطرح است، از جمله ابعاد اقتصادی، دفاعی، زیست محیطی، انسانی و .... . در سال‌های اخیر تحقیقات زیادی در خصوص تدوین راهبردهای دفاعی جمهوری اسلامی ایران در حوزه دریای خزر انجام شده است که هر کدام از منظر خاصی به تدوین این راهبردها پرداخته اند. با توجه به نقش علوم و فناوری در حوزه دفاعی و همچنین جایگاه شرکت‌های دانش بنیان در رشد و توسعه اقتصاد، پژوهش حاضر به بررسی تاثیر علم و فناوری و دانش در تدوین راهبردهای دفاعی ج.ا.ا در حوزه دریای خزر پرداخته است. لذا با بهره‌گیری از روش توصیفی، تحلیلی و به صورت کاربردی پس از انجام مطالعات نظری تلاش گردیده است عوامل علمی و فناوری و دانشی مرتبط و موثر بر تدوین راهبرد دفاعی ج.ا.ا شناسایی و در ادامه ضمن مشاوره با برخی از افراد خبره و صاحب نظر مرتبط با موضوع و اخذ نظرات آنان، با استفاده از مدل تحلیلی تحقیق، پرسشنامه‌ای تنظیم و طراحی گردید، این پرسشنامه در جامعه آماری 22 نفری به صورت تمام شمار توزیع و پس از اخذ نظر جامعه آماری با استفاده از تکنیک‌ها و روش‌های آماری، تجزیه و تحلیل شده و در ادامه به جمع­بندی و ارزیابی سئوالات تحقیق پرداخته شده ‌است. در نهایت در قسمت نتیجه‌گیری در پاسخ به سوالات تحقیق، عوامل علمی، فناوری و دانشی مرتبط با مسائل دفاعی بررسی و مهم­ترین بسترهای فرصت­آفرین و بسترهای تهدیدزا و همچنین مهم­ترین قوت و ضعف این عامل که در تدوین راهبرد دفاعی ج.ا.ایران موثر می‌باشند تعیین گردیدند.

as the largest lake in the world and one of the richest lakes, the caspian sea is of great importance for the countries bordering it. this importance comes from various dimensions, including economic, defense, environmental, human and.... in recent years, many researches have been conducted regarding the formulation of defense strategies of the islamic republic of iran in the caspian sea region, each of which has developed these strategies from a specific perspective. considering the role of science and technology in the field of defense as well as the position of knowledge based companies in the growth and development of the economy, the present research has investigated the impact of science and technology and knowledge in formulating the defense strategies of the islamic republic of iran in the caspian sea area. therefore, by using the descriptive, analytical and practical method, after conducting theoretical studies, it has been tried to identify the scientific and technological factors that are relevant and effective in formulating the defense strategy of j.a. a questionnaire related to the subject and obtaining their opinions was prepared and designed using the analytical model of research. it has been analyzed and the research questions have been summarized and evaluated. finally, in the conclusion section, in response to the research questions, the scientific, technological and knowledge factors related to defense issues are examined and the most important opportunities creating platforms and threatening platforms, as well as the most important strengths and weaknesses of this factor, which are used in the formulation of the defense strategy c. a. iran are determined to be effective.
