سنجش کارایی نسبی بنادر ایران با استفاده از رویکرد ahp dea

برای تصمیم‌گیری‌ها و سیاست‌گذاری‌های اقتصادی در بنادر کشور، ‌اطلاع از عملکرد هر بندر از اهمیت خاصی برخوردار است.کارایی یک بندر در ارتباط مستقیم با عملکرد و بهره‏وری موثر آن دارد. رتبه بندی بنادر باعث کنترل موقعیت فعلی، بهبود وضعیت مالی بنادر، ارائه خدمات با ارزش به مشتری، بهبود فرایندهای داخلی کسب و کار بنادر، برقراری روابط علت و معلولی و ریشه‌یابی مشکلات فرایندی بنادر، مدیریت استراتژیک و تجدیدنظر در استراتژی‌ها، نشان دادن مسیر آینده، تاکید بر بهبود و یادگیری در سازمان بنادر و دریانوردی خواهد شد.هدف از انجام این پژوهش ارزیابی عملکرد بنادر ایران با استفاده از مدل‌های ریاضی رتبه‌بندی و سنجش کارایی بنادر است، تا میزان کارایی‌شان در یک بازه زمانی معین موردبررسی قرار گیرد. بررسی کارایی بنادر یک ضرورت می‌باشد. زیرا با توجه به محدود بودن منابع (اعم از نیروی انسانی، تجهیزات و امکانات ) استفاده بهینه و درست از این منابع امروزه یک امر ضروری تلقی می‌شود. همچنین بنادر با دانستن میزان کارایی‌شان درصدد این برمی‌آیند که نقاط قوت خود را افزایش و نقاط ضعف خود را کاهش دهند. جامعه موردمطالعه یازده بندر مهم کشور می‌باشد .مدل‌‌های ریاضی مورداستفاده در این تحقیق، تحلیل سلسله مراتبی (ahp) و تحلیل پوششی داده‌ها (dea) و مدل اندرسون پیترسون بیان‌شده است. نتایج نشان می‌دهد که از بین یازده بندر، 6 بندر (بندر باهنر، امیرآباد، رجایی، نوشهر، بوشهر و چابهار) کارآمد و 5 بندر (بندر امام خمینی، آبادان، انزلی، لنگه و خرمشهر) ناکارآمد هستند همچنین بندر رجایی کارآمدترین بندر است. روش تحقیق ازلحاظ ماهیت کاربردی و ازنظر نحوه جمع‌آوری داده‌ها، توصیفی پیمایشی است.

measuring the relative efficiency of iranian ports using the ahp dea approach

the objective of this research is comparing of relative efficiency of main ports in iran and identifying efficient ports and also determining the most efficient port between them. the method of this research is descriptive and applied research and statistical society is consist of eleven important ports in iran. method of data analysis is in accordance with data envelopment analysis (dea) method. the importance of this research is that, ports by knowing rate of their efficiency will try to increase strength and decrease their weakness to become as a model in a competitive environment. in this method, at first, by using of analytical hierarchy process (ahp) method we calculate normal matrix and attribute average for each port and then, find normal matrix of input and output data of ports. the dea (bcc, ccr) method is used for determining coefficient of efficiency of ports and finding out efficient and non efficient ports and finally, for determining the most efficient port it is used the anderson peterson method(ap). the lingo software is used for calculation and analyzing of models. the results of this research indicate that between eleven ports, 6 efficient ports and 5 non efficient ports are recognized and the port of shahid rajaee is the most efficient port amongst them
