نقش فرصت مطالعاتی در شفاف‌سازی سازوکار‌های مدیریت اداری و شبکه‌سازی ارتباطات میان دانشگاهی پزشکی

تقویت همکاری‌‌های بین‌المللی دانشگاه‌ها و موسسات آموزش عالی همواره از اولویت‌‌های پژوهشی مهم بوده است. تحقیق حاضر با هدف شناسایی نقش فرصت مطالعاتی در شفاف‌سازی سازوکار‌های مدیریت اداری و شبکه‌سازی ارتباطات میان دانشگاهی دانشگاه‌‌های علوم پزشکی انجام شده‌است. پژوهش حاضر با رویکرد تحقیق کیفی اکتشافی و به شکل خاص بر مبانی روش روایت‌پژوهشی انجام شد تا روایت‌ها و تجارب زیسته اعضای هیات علمی دانشگاه‌‌های علوم پزشکی شهر تهران که فرصت مطالعاتی خارج از کشور را تجربه کرده بودند از طریق مصاحبه نیمه‌ساختاریافته با آنها گردآوری شود. به منظور شفاف‌سازی سازکار‌های اداری موثر بر شبکه‌سازی دانشگاه‌‌های علوم پزشکی با سایر دانشگاه‌های خارج از کشور با 14 نفر از اعضای هیات علمی دانشگاه‌‌های علوم پزشکی شهر تهران، مصاحبه شد. تحلیل داده‌ها به روش استقرایی و روش‌‌های مرسوم در کدگذاری نظریه زمینه‌ای انجام شد. پس از دسته‌بندی مقوله‌ها بر اساس چارچوب مفهومی پژوهش در سه نقش «ابداع کننده»، «توسعه دهنده» و «هدایت کننده»، نتایج نشان داد فرصت مطالعاتی در سه سازوکار «ظرفیت‌سازی قانونی»، «ظرفیت‌سازی ساختاری» و «ظرفیت‌سازی سیاستگذاری‌ها» مدیریت اداری شبکه‌سازی دانشگاه‌‌های علوم پزشکی را شکل می‌دهد. تجربه اعضای هیات علمی شرکت کننده در برنامه فرصت مطالعاتی حاکی از نقش ابداع‌کنندگی این برنامه در ظرفیت‌سازی قانونی (تغییر و اصلاح قوانین)، نقش توسعه‌دهندگی این برنامه در ظرفیت‌سازی ساختار‌های اجرایی سیستم و نقش هدایت‌کنندگی آن در جهت ظرفیت‌سازی سیاست‌گذاری‌ها بود. دستاورد‌های برنامه فرصت مطالعاتی در شبکه‌سازی دانشگاه‌ها ایجاب می‌کند که سیستم وزارت بهداشت و درمان ضمن لزوم اختصاص بودجه و تشویق اعضای هیات علمی نسبت به رفع موانع و تسهیل آن اقدام جدی نماید.

the role of sabbaticalin clarifying the mechanismsadministrative management and networking of inter-university communication

strengthening the international cooperation of universities and higher education institutions has always been one of the important research priorities . the present research has been carried out with the aim of identifying the role of sabbatical in clarifying administrative management mechanisms and inter-university communication networking of medical sciences universities. the current research was conducted with an exploratory qualitative research approach and in a special way on the basis of the narrative research method to collect the narratives and lived experiences of the faculty members of medical sciences universities in tehran who had experienced the opportunity to study abroad through semi-structured interviews with them. in order to clarify the administrative mechanisms affecting the networking of universities of medical sciences with other universities abroad, 14 faculty members of universities of medical sciences in tehran were interviewed. data analysis was done by inductive method and conventional methods in coding grounded theory. after categorizing the categories based on the conceptual framework of the research in the three roles of inventor, developer and guide, the results showed the sabbatical in the three mechanisms of legal capacity building, structural capacity building and policy building capacity of management. the administration forms the networking of universities of medical sciences. the experience of the faculty members participating in the study opportunity program indicated the innovative role of this program in legal capacity building (change and amendment of laws), the developmental role of this program in building the capacity of the executive structures of the system, and its guiding role in the direction of capacity building of policies. the achievements of the study opportunity program in the networking of universities require that the system of the ministry of health, along with the necessity of allocating funds and encouraging academic staff members, takes serious action to remove obstacles and facilitate it.
