تبیین الزامات اولیه اعزام ناوگروه نیروی دریایی راهبردی ارتش جمهوری اسلامی ایران به قاره قطب جنوب؛ با تاکید بر آموزش

قاره قطب جنوب به دلیل اهمیت آن در تاثیر بر روی اقلیم زمین، منابع بالقوه عظیم و موقعیت منحصر به فرد و محیط زیست بکر آن، در دهه‌های اخیر به کانون توجه جهانیان تبدیل شده است. از این رو همه کشورها به دنبال عزیمت به این منطقه هستند تا از مزیت‌های بی‌شمار آن بی‌بهره نمانند. معاهده جنوبگان در سال 1959 به تصویب اعضا رسید. در سال 2014 عضویت ایران در کمیته علمی تحقیقات جنوبگان به تصویب اعضا رسید و پس از آن ایران به صورت رسمی برنامه خود را برای ایجاد یک ایستگاه دائمی در جنوبگان اعلام نمود. تجربه بسیاری از کشورهای حاضر در قاره قطب جنوب نشان می‌دهد که نیروی دریایی آن‌ها نقش بسیار مهمی در اعزام و استقرار در این منطقه داشته است و حتی در برخی از این کشورها همچنان نیروی دریایی متولی اداره امورات جنوبگان آن‌هاست.در همین راستا پژوهش حاضر با هدف تبیین الزامات اولیه و اولویت‌‌های اعزام ناوگروه نداجا به قاره قطب جنوب انجام گردید. تحقیق حاضر از نظر هدف کاربردی توسعه‌ای و از منظر نوع و روش جمع‌آوری داده‌ها از نوع تحقیقات کیفی می‌باشد. جامعه آماری پژوهش کلیه اسناد، مدارک، مقالات و کتب معتبر در حوزه موضوع تحقیق می‌باشد. با استفاده از روش نمونه‌گیری دردسترس تلاش شد تا کلیه اسناد، مدارک و مقالاتی که امکان دسترسی به آن‌ها وجود دارد به صورت تمام شمار مورد مطالعه و بررسی قرار گیرد.نتایج حاکی از آن است که الزامات اولیه اعزام ناوگروه نداجا به قطب جنوب در چهار طبقه اصلی دانش حقوقی جنوبگان، تجهیزات و امکانات، آموزش و دیپلماسی و تامین بودجه قرار می‌گیرد. یافته‌ها نشان می‌دهد مولفه آموزش خود شامل چهار عامل ایجاد کمیته آموزش تخصصی، آگاهی بخشی عمومی، تربیت نیروی انسانی متخصص و مطالعه در خصوص تولید انرژی پاک می‌باشد که نشان از اهمیت امر آموزش در این ماموریت راهبردی دارد.

Explaining the primary requirements for sending the Strategic Iran Naval Fleet to Antarctica; with emphasis on education

Antarctica has become the focus of global attention in recent decades due to its importance in influencing the Earth’s climate, enormous potential resources, and unique location and pristine environment. Therefore, all countries are looking to go to this region so as not to miss out on its countless advantages. The Antarctic Treaty was ratified by the members in 1959. In 2014, Iran’s membership in the Antarctic Scientific Research Committee was approved by the members, after which Iran formally announced its plan to establish a permanent station in the Antarctic. The experience of many countries in Antarctica shows that their navies have played a very important role in sending and deploying in the region, and even in some of these countries the navy is still in charge of managing their Antarctic affairs. In this regard, this study was conducted with the aim of Explaining the primary requirements for sending the Strategic Iran Naval Fleet to Antarctica with emphasis on education. In terms of aim, this research is an applieddevelopmental and a qualitative research in terms of the type and method of data collection. The statistical population of the research is all valid documents, articles and books in the field of research. Using the available sampling method, an attempt was made to study all the documents and articles that can be accessed in full.The results indicate that the primary requirements for sending the Iran Navy fleet to Antarctica fall into the four main categories of Antarctic legal knowledge, equipment and facilities, training and diplomacy, and funding. Findings show that the component of education includes the four factors of creating a specialized education committee, public awareness, training of specialized manpower and the study of clean energy production, which shows the importance of education in this strategic mission.
