واکاوی علل و عوامل بیکاری دانش‌آموختگان در آموزش‌عالی

امروزه بیکاری دانش‌آموختگان به چالش جدی نهادهای آموزش‌عالی در سراسر جهان و به طور خاص کشورهای درحال توسعه تبدیل شده‌است. در کشور ما نیز امروزه به دلیل تکثر عوامل تاثیر گذار شاهد بیکاری روز افزون دانش‌آموختگان دانشگاهی هستیم. هدف از این پژوهش، واکاوی علل و عوامل بیکاری دانش‌آموختگان در آموزش‌عالی و ارائه راهکارهای سیاستی برای برون رفت از وضع فعلی می‌باشد. بنابراین با استفاده از روش کیفی اکتشافی و با انجام نمونه‌گیری هدفمند و مصاحبه نیمه ساختاریافته با 6 متخصص اقتصاد آموزش عالی و 5 متخصص علوم تربیتی که دارای سابقه اجرایی و علمی بودند داده‌ها گردآوری شد. علل و عوامل به دو دسته درون سازمانی و فراسازمانی تقسیم شده‌اند. یافته‌های بخش درون سازمانی به دو مقوله‌ فرعی اولیه (در سطح کلاس درس و در سطح دانشگاه) با پنج مقوله فرعی ثانویه (ناکارآمدی برنامه آموزشی و درسی، ضعف ویژگی‌های فردی دانشگاهیان، ضعف قوانین و آئین نامه‌ها، ناکارآمدی مدیریتیاجرایی، ناکارآمدی در مالیه دانشگاه) و عوامل فراسازمانی در چهار مقوله‌فرعی اولیه (در سطح آموزش و پرورش، آموزش‌عالی، کلان و ظرفیت‌های نرم) با هشت مقوله‌فرعی ثانویه (ناکارآمدی برنامه‌های آموزشی و درسی، ضعف مدیریتی‌ و اجرایی، سیاستگذاری ناکارآمد، ضعف مدیریتیاجرایی، حکمرانی و ساختار سیاسی نامطلوب، ساختار اقتصادی ناکارآمد، ضعف فرهنگی و مسائل اجتماعی) طبقه‌بندی شدند. سپس راهکارهای سیاستی متناظر با سطوح تاثیرگذار بر بیکاری دانش‌آموختگان بیان شده‎است

Analysis of causes of unemployment of graduates in higher education

Today, unemployment of graduates has become a serious challenge to higher education institutions around the world, especially in developing countries. In our country today, due to the multiplicity of influential factors, we are witnessing increasing unemployment of university graduates. The purpose of this study is to investigate the causes and factors of unemployment of graduates in higher education and to provide policy solutions to get out of the current situation. Therefore, data were collected using a qualitative exploratory method and purposeful sampling and semistructured interviews with 6 economists of higher education and 5 specialists of educational sciences who had executive and scientific background. Causes and factors are divided into two categories: intraorganizational and extraorganizational. Findings of the intraorganizational section into two primary subcategories (at the classroom level and at the university level) with five secondary subcategories (curriculum inefficiency, weak academic characteristics of individuals, weak rules and regulations, managerialexecutive inefficiency, and inefficiency in finance University) and extraorganizational factors in four primary subcategories (at the level of education, higher education, macro and soft capacities) with eight secondary subcategories (inefficiency of educational and curriculum programs, managerial and executive weakness, inefficient policymaking, managerialexecutive weakness, governance and structure Unfavorable political (inefficient economic structure, cultural weakness, and social issues). Then, policy solutions corresponding to the levels affecting the unemployment of graduates are stated
