نقش نیروی دریائی در دیپلماسی دفاعی

دیپلماسی دفاعی جمهوری اسلامی ایران با بهره گیری از ظرفیت حضور فعال نیروی دریایی ارتش ج.ا.ایران در آب‌های بین‌المللی و آزاد و تعمیق تعاملات دوجانبه دریایی با کشورهای مهم که دارای ساحل دریایی هستند، عرصه جدیدی را در گفتمان سیاسی و روابط دیپلماتیک بین کشورها ایجاد نموده است.این پژوهش به دنبال بررسی نقش نیروی دریائی در دیپلماسی دفاعی و فرصت‌هایی که ارتباط بین نیروی دریائی دو کشور در گسترش روابط سیاسی، فرهنگی، اقتصادی و... فراهم می‌کند می باشد و درصدد پاسخ به این سئوال است که نیروی دریائی چه نقشی در دیپلماسی دفاعی دارد؟ که در این مطالعه برای پاسخ به سئوال ارائه شده، پس از بررسی مدارک و اسناد موجود به ویژه گزارش نتایج سفر هیئت‌های اعزامی از نیروی دریائی به کشورهای خارجی و همچنین مصاحبه با تعدادی از مسئولین حاضر در این ماموریت‌ها پرسشنامه محقق ساخته ای برای بررسی نقش نیروی دریائی در دیپلماسی دفاعی تنظیم و بین 70 نفر از نخبگان نظامی، دفاعی و سیاسی توزیع و با بهره گیری از روش تحقیق توصیفی_تحلیلی نتایج حاصل از نظرات به دست آمده را با استفاده از ابزار تحلیل آماری مورد تجزیه و تحلیل قرار داده است که یافته‌های تحقیق موید نقش نیروی دریائی در دیپلماسی دفاعی و تقویت سیاست و دیپلماسی کلان جمهوری اسلامی ایران در حوزه‌های سیاسی، اقتصادی، فرهنگی و نظامی می‌باشد.

The Role of the Naval Force in Defense Diplomacy

Defense diplomacy of the Islamic Republic of Iran, using the capacity of the active presence of the IRI Army Naval Force in the international and free waters and deepening bilateral maritime relations with important countries that have coastlines, has created a new arena in the political discourse and diplomatic relations between the countries. This study is an attempt to examine the role of the Naval Force in defense diplomacy and the opportunities provided as the result of the relationships between the Naval forces of the two countries in the developing the political, cultural, and economic relations. The research question of the study is that; what role does the Naval Force play in the defense diplomacy. To answer the research question, after reviewing the available documents, especially the results of the naval expedition to foreign countries and also interviewing a number of officials present in these missions, a researchermade questionnaire was developed to assess the role of the Naval Force in defense diplomacy. After that, the questionnaire was distributed among a number of 70 military, defense and political experts. Moreover, using descriptiveanalytical method, the obtained results were analyzed by employing statistical analysis tools. The findings of the study confirmed the positive role of the Naval Force in defense diplomacy and strengthening the policy and macro diplomacy of the Islamic Republic of Iran in the political, economic, cultural and military fields.
