تبیین راهبردهای ارتقا نقش‌ سواحل مکران در بازدارندگی دفاعی جمهوری اسلامی ایران؛ با تاکید بر آموزش دریایی

افزایش اهمیت قدرت دریایی در سال‌های اخیر از یک سو و مزیت‌های ژئوپلتیکی اقتصادی، امنیتی، سیاسی، دسترسی، ارتباطات منطقه‌ای و بین‌المللی، گردشگری، دفاعی و بازدارندگیِ سواحل مکران از سوی دیگر، ظرفیت و توانمندی‌های ویژه‌ و بالقوه‌ای برای ایران عزیزمان فراهم کرده است. با این وجود شناسایی و بالفعل نمودن این ظرفیت‌ها، مطالعات عمیق، دقیق و تخصصی را می‌طلبد. در همین راستا این پژوهش با هدف تبیین راهبردهای ارتقا نقش‌ سواحل مکران در بازدارندگی دفاعی جمهوری اسلامی ایران با تاکید بر راهبردهای آموزش علوم دریایی انجام گردید. تحقیق حاضر از نظر هدف کاربردی توسعه‌ای و از منظر نوع و روش جمع‌آوری داده‌ها از نوع تحقیقات آمیخته می‌باشد. در بخش کیفیِ تحقیق علاوه اسناد، مدارک و مقالات از ابزار مصاحبه و در بخش کمی از پرسشنامه محقق ساخته برای جمع‌آوری داده‌ها استفاده شد. نتایج حاکی از آن است که عوامل و مولفه‌های موثر بر بازدارندگی دفاعی ایران در شش طبقه عوامل طبیعی، انسانی، اقتصادی، فرهنگی و اجتماعی، سیاست بین‌الملل و نظامی قرار می‌گیرد. یافته‌ها همچنین نشان داد 13 راهبرد در ارتقا نقش سواحل مکران در بازدارندگی دفاعی ج.ا.ایران اهمیت ویژه‌ای دارد که از این بین، راهبرد قدرت ناوگان نظامی (حرکت به سوی نیروی دریایی اقیانوسی) در رتبه اول قرار دارد. نتایج تکمیلی نشان داد دو راهبرد از 13 راهبرد تبیین شده، مربوط به گسترش آموزش و پژوهش دریایی می‌باشد.

Developing Strategies for Promoting the Role of Makran Beaches in Defensive Deterrence of Islamic Republic of Iran; with emphasis on maritime education

The increase of marine power importance in recent decades, on one hand, and the geopolitical economic, security, political, access, regional and international communications, tourism, defense, and deterrence of Makran beaches, on the other, have provided special and potential capabilities for Iran. However, identifying and activateing these capacities requires careful and specialized studies. In this regard, this study was conducted with the aim of developing strategies to promoting the role of Makran beaches and identify the requirements for its realization in the defense deterrence of Iran with emphasis on marine science education strategies. In terms of aim, this research is an applieddevelopmental and a mixed research in terms of the type and method of data collection. In the qualitative part of the research, interview tools were used and in the quantitative part, a researchermade questionnaire was used to collect data. The results indicate that the factors and components affecting Iran’s defense deterrence are summarized in six categories, which are: Natural, human, economic, cultural and social, international politics and military factors. The findings also showed that 13 strategies are of particular importance in promoting the role of Makran beaches in Iran’s defense deterrence, among which the military fleet strength strategy (moving to the ocean navy) is in the first place. Additional results showed that 2 of the 13 explained strategies are related to the expansion of marine training and research.
